BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES JANUARY 27, 2025 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL

ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $341.079.70 was made by Sperling, seconded
by Donnelly. All were in favor. MOTION carried.
2. Manager Reider stated that the 150th Committee would like to change the parade route (South Main,
Broadway and ending on 4th Street) that is to be used for their parade in June. The 150th Committee
Chair was present to discuss the route with Council and answer any questions. A MOTION was
made by Sperling, seconded by Donnelly to approve the alternate parade route pending approval
from PennDOT. All were in favor. MOTION carried.
3. Manager Reider and Council continued their discussion from last meeting regarding the 2025
appointments for Authority Engineer, Alternate Borough Engineer and Inspector. Manager Reider
provided Council with the additional requested information for their review. A MOTION to
reappoint Barry Isett Associates as Code Enforcement/Building Inspector, and T&M Associates as
Alternate Borough Engineer and Authority Engineer was made by Augustine, seconded by
Sperling. All were in favor. MOTION carried.
4. Manager Reider provided Council with a draft audit report for the Borough’s Pension Plans for the
2020-2023 plan years. Reider stated that there was a finding for non-compliance in 2019 regarding
the Authority contribution. The borough sent a payment in 2020 to correct this issue and PMRS
misapplied the payment, so the fault was with PMRS and not the borough. A MOTION was made
by Augustine, seconded by Donnelly to table the approval of the 2020-2023 Pension Plan Audit.
All were in favor. MOTION carried.
5. Manager Reider reported that any change in tax collector compensation must be finalized by the
first meeting in February. The current ordinance established compensation through 2025. Manager
Reider and Council discussed the tax collectors compensation. No action was taken; therefore, the
compensation rate will remain the same at $10,700.00 moving forward through the next election
cycle.
COUNCIL COMMENTS:
1. Chief Jones updated Council on the hiring process of the new full-time police officers.
2. Mayor DeFranco discussed the Easter Egg Hunt that will be held on April 12 th with a rain date of
April 13th.
3. Council Member Sperling mentioned that at the last 150th Committee meeting they discussed
having the opening ceremonies on June 7th at 10:00 a.m. on Broadway. They are requesting that
the Mayor and Council be involved in the ceremony.
4. Council Member Paulson suggested that flowers be sent to Council Member Capone.
5. Council Member Schweitzer gave Council an update on Council Member Capone.
6. Manager Reider gave Council a borough events update. Reider will participate in a Spring Career
Day at Bangor High School that is focused on summer employment.
7. Council President Kresge praised the Crimewatch website.
ADJOURNMENT:
A MOTION to adjourn into Executive Session for legal and personnel matters, with no action to follow
was made by Donnelly, seconded by Sperling. All were in favor. MOTION carried. The Bangor Borough
Council Meeting adjourned at 7:15 p.m.
