BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES FEBRUARY 10, 2025 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL
Members Present:

Stephen Reider, Borough Manager

PUBLIC COMMENTS:
1. Len Policelli was present from 5758 Sullivan Trail to discuss his concerns with Council regarding
the updated Rental Registration Ordinance #1006. Manager Reider addressed his
questions/concerns.
2. David Hawk was present from 914 South Delaware Drive to discuss his concerns with Council
regarding the updated Rental Registration Ordinance #1006. Manager Reider and Council
President Kresge addressed his questions/concerns.
3. David Carhart was present from 139 Market Street to compliment Public Works on the recent
snow/ice event.
4. Patti Policelli commented that sending in the Rental Registraton Application three times a year is
a burden to the landlords. Council President Kresge stated that good information has been
presented regarding Ordinance #1006 and the borough staff will review the information provided.
ACTION ITEMS:
1. A MOTION to approve the minutes dated January 13, 2025 and January 27, 2025, was made by
Donnelly, seconded by Augustine. All were in favor. MOTION carried.
2. Manager Reider stated that there was an error in the final 2025 Authority budget where there was
$750,000 in grant revenue that was recognized but not included as an expense. A MOTION was
made by Schweitzer, seconded by Augustine to approve the budget modification to add $750,000
in expenses for the Authority budget under grant expenses as permitted by the Pennsylvania
Borough Code. All were in favor. MOTION carried.
3. Manager Reider stated that there was an error in the 2025 approved Borough budget. A MOTION
was made by Donnelly, seconded by Augustine to account for a $10,000 expense line for a straight
blade plow out of the Liquid Fuels fund as permitted by the Pennsylvania Borough Code. All were
in favor. MOTION carried.
COUNCIL COMMENTS:
1. Council Member Sperling complimented Public Works on the wonderful job they did on all the
snow storms this year.
2. Manager Reider updated Council on the upcoming winter storms and stated that Public Works are
prepared.
Reider updated Council on the condition of 333 South First Street.
Reider stated that he and Chief Jones are scheduled to have a meeting with Upper Mt. Bethel
Township regarding their request to have the borough give them a proposal to offer police patrol
within Upper Mt. Bethel Township.
Reider stated that there was an accident with the Public Works plow truck during the last storm on
Walnut Street.
Reider gave Council a grant update.
3. Council Member Capone thanked Council for the phone calls, cards, and flowers.
ADJOURNMENT:
A MOTION to adjourn was made by Donnelly, seconded by Augustine. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 7:24 p.m.
