BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES AUGUST 11, 2025 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Marissa Donnelly Marc Sperling James Augustine James W. Kresge Barry Schweitzer Rosemarie Capone – via phone Others Present: Stephen Reider, Borough Manager David J. Ceraul, Esq., Solicitor Mary Ellen DeFranco, Mayor Absent: Joanna Paulson ACTION ITEMS: 1. A MOTION to approve the minutes dated July 14, 2025 and July 28, 2025, was made by Donnelly, seconded by Sperling. All were in favor. MOTION carried. 2. A MOTION to adopt Bangor Borough Ordinance #1008 was made by Sperling, seconded by Schweitzer. All were in favor. MOTION carried. 3. Manager Reider reviewed the annual PennDOT Winter Maintenance Agreement with Council and answered questions. A MOTION was made by Donnelly, seconded by Schweitzer to adopt the PennDOT Winter Maintenance Agreement Resolution. All were in favor. MOTION carried. 4. Manager Reider reported that he is working on the LSA grant applications for funding towards a new ladder truck. A MOTION was made by Capone, seconded by Sperling to adopt the LSA Monroe and LSA Lehigh/Northampton County Grant Resolutions. All were in favor. MOTION carried. 5. Manager Reider stated that Pen Argyl Borough will be applying for LSA grants to support their splashpad project and upgrades to the traffic signal at the intersection of 512 and South Main Street. A MOTION was made by Augustine, seconded by Schweitzer to approve Manager Reider sending a letter of support. All were in favor. MOTION carried. 6. Manager Reider provided Council with a 2026 Bangor Borough Budget schedule/calendar. Manager Reider reviewed the calendar with Council and answered questions. COUNCIL COMMENTS: 1. Chief Jones commented that National Night Out was a success. 2. Mayor DeFranco acknowledged the volunteers for National Night Out. 3. Council Member Sperling congratulated the Bangor Police Department on winning the tug-of-war contest at the National Night Out Event. 4. Manager Reider gave Council a Public Works update. A Zoning Hearing Board meeting is scheduled for August 27th for a proposed 18-unit apartment building at 16 Broadway. Reider gave Council a CDBG projects update. Reider stated that he will be applying for a Public Safety Grant for vests and shields for the police department. Reider gave Council a pool update. 5. Council President Kresge asked for an update on the requested stop sign at Park & Chestnut Street. Manager Reider stated that the Ordinance needs to be updated. Reider will get input from Public Works, Chief Jones and Chief Engle regarding the Ordinance revisions. Council President Kresge asked for an update regarding the barricades at 29 S. Main Street. Manager Reider stated that a letter was provided to the property owner requesting that they remove the barricades within 30 days. Reider gave Council an easement update regarding what was discussed at last meeting. Kresge asked for thoughts and prayers for the victims of the steel coke plant the exploded in Clairton Pennsylvania. Kresge received a Resolution from Congressman Ryan Mackenzie honoring Bangor’s 150th and a United States flag that was flown at the United States Capitol. ADJOURNMENT: A MOTION to adjourn was made by Donnelly, seconded by Augustine. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 6:54 P.M.
