BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES AUGUST 25, 2025 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG
ROLL CALL
Members Present:
Marissa Donnelly
Marc Sperling
James Augustine
James W. Kresge
Barry Schweitzer

Stephen Reider, Borough Manager

Mary Ellen DeFranco, Mayor

ACTION ITEMS:
1. A MOTION to approve payment of the bills totaling $282,618.40 was made by Donnelly,
seconded by Capone. All were in favor. MOTION carried.
2. Manager Reider stated that each year the Borough is required to prepare and adopt the MMO’s for
each of the retirement/pension plans (Police Pension Contribution, Non-Uniform Plan, Authority
Plan, Cash Balance Non-Uniform.) A MOTION was made by Schweitzer, seconded by Sperling
to adopt the 2026 Retirement Plan Minimum Municipal Obligation’s. All were in favor. MOTION
carried.
COUNCIL COMMENTS:
1. Mayor DeFranco asked for an update regarding the Halloween Parade. Manager Reider gave the
Mayor an update. The Mayor asked if the train was going to be operational during the Christmas
events. David McCloughan gave her an update. The Mayor would like to get volunteers to
transform the JoJo building into a Gingerbread house for the Christmas holidays.
2. Manager Reider gave Council a pool/park update.
3. Council President Kresge commented that school season has started so please use caution when
driving in the borough.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 6:45 P.M. to discuss legal matters with no action to follow
was made by Donnelly, seconded by Augustine. All were in favor. MOTION carried.

way inappropriate or slanderous, the speaker will be asked to redirect their comments.
• Questions asked of Council or staff may require time to research the answer.
• When appropriate, and at the sole discretion of the Council President, a response to
questions will be provided at the next Council meeting.
• Refrain from side-bar conversations, talking over others, or interrupting recognized
speakers.
