BANGOR BOROUGH COUNCIL MEETING
HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA
MINUTES MAY 11, 2026 - 6:30 PM
CALL TO ORDER AND PLEDGE TO FLAG

PUBLIC COMMENTS:
1. Sandy Antunes from Empire’s Coffee and Mike Demasi from VS Eyewear were present to voice
their complaints regarding parking enforcement downtown.
2. Travis Ruhland was present to discuss his opinions regarding Slate Belt Chatter. Council advised
Mr. Ruhland that this was not a Borough Council issue.
ACTION ITEMS:
1. A MOTION to approve the minutes dated April 13, 2026, and April 27, 2026, was made by
Sperling, seconded by Capone. All were in favor. MOTION carried.
2. A MOTION to approve payment of the bills totaling $467,931.11 was made by Augustine,
seconded by Schweitzer. All were in favor. MOTION carried.
3. A MOTION was made by Capone, seconded by Augustine to approve and enter into an agreement
with Descco Design & Construction, Inc. in the amount of $77,022.00, (base bid $70,020.00,
allowance $7,002.00), for the office accessibility ramp project. All were in favor. MOTION
carried.
4. A MOTION was made by Schweitzer, seconded by Capone to approve Manager Reider submitting
the CDBG grant application for the Bangor Borough Authority to Northampton County for
televising and lining of approximately 1,400 linear feet of sanitary sewer infrastructure on
Messinger Street, Center Street, and Richmond Road. All were in favor. MOTION carried.
5. Manager Reider stated that the Civil Service Commission recommended a list of the Board of
Examiners for the current police hiring cycle. A MOTION was made by Augustine, seconded by
Sperling to approve the Board of Examiners. All were in favor. MOTION carried.
6. Manager Reider reported that Chief Jones is requesting to use approximately $1,800.00 in the
Police Wish Fund to purchase patches and a new Glock firearm with sight. A MOTION was made
by Capone, seconded by Sperling to approve the purchases. All were in favor. MOTION carried.
COUNCIL COMMENTS:
1. Chief Engle gave Council a Fire Department update.
2. Council Member Schweitzer recommended having a monitoring system for the handicap spaces in
the borough. Manager Reider will review Resolution 2001-15.
3. Mayor McCloughan thanked the business owners that were present for their continued support of
the borough.
4. Manager Reider gave Council a park/pool and grant update.
Reider stated that Bangor’s Memorial Day Event will be held at 10:00 a.m. on May 25th at Saint
John’s Cemetery.
EXECUTIVE SESSION:
A MOTION to go into Executive Session at 7:12 P.M. to discuss personnel matters with action to follow
was made by Sperling, seconded by Augustine. All were in favor. MOTION carried.
Open session was re-entered at 7:21 P.M. Personnel matters were discussed.
A MOTION was made by Capone, seconded by Sperling to suspend two Bangor Borough Police Officers
with pay, pending further investigation. All were in favor. MOTION carried.
ADJOURNMENT:
A MOTION to adjourn was made by Sperling, seconded by Augustine. All were in favor. MOTION
carried. The Bangor Borough Council Meeting adjourned at 7:23 P.M.
