BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 27, 2026 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Others Present: James Augustine Stephen Reider, Borough Manager Barry G. Schweitzer David J. Ceraul, Esq., Solicitor Zachary Maslany David McCloughan, Mayor Marissa Donnelly Absent: Rosemarie Capone James W. Kresge Marc Sperling ACTION ITEMS: 1. A MOTION to approve payment of the bills totaling $635,448.42 was made by Sperling, seconded by Capone. All were in favor. MOTION carried. 2. Manager Reider reported that a disabled parking sign application was received for 85 N. Main Street. The application was reviewed and meets the requirements of the ordinance. A MOTION was made by Capone, seconded by Sperling to approve the application. All were in favor. MOTION carried. 3. A MOTION was made by Capone, seconded by Maslany to have Bangor’s trick-or-treat on Saturday, October 31st from 2-5 P.M. All were in favor. MOTION carried. 4. Manager Reider stated that every year the borough is eligible to apply for CDBG grants. This year Manager Reider is applying for road and stormwater improvements as well as accessibility ramps on Broadway between Eisenhart Blvd. and South 8th Street. A MOTION was made by Augustine, seconded by Capone to approve the resolution allowing Manager Reider to sign and submit the CDBG Grant Application. All were in favor. MOTION carried. 5. Manager Reider reported that the ongoing moratorium on issuing permits for chickens within the brough was discussed at the last meeting. Manager Reider reviewed the status of avian flu in the area with Council. A MOTION was made by Capone, seconded by Augustine to lift the moratorium. All were in favor. MOTION carried. 6. Manager Reider and Council discussed the draft Snow Removal Ordinance. A MOTION was made by Capone, seconded by Augustine to approve advertising the Snow Removal Ordinance for consideration. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Chief Jones gave Council a Police Department update. 2. Mayor McCloughan gave Council an update on his recent activities as Mayor. 3. Council Member Sperling commented that Bangor’s 2025-2075 Time Capsule Burial Event held by the Slate Belt Heritage Center was a success. Sperling stated that Northampton County sent out a press release regarding polling station changes. Sperling commented that Liberty Fire Company lost Matthew Pinto who was a 21+ year veteran of the company and asked for thoughts and prayers for the Pinto family. 4. Council Member Maslany asked for an update on the park vandalism. Chief Jones answered his questions. 5. Council Member Donnelly stated that the Time Capsule Event was very nice. 6. Manager Reider gave Council a park/pool update. Reider stated that the borough audit is this week and he gave a grant update. Reider stated that Justin Huratiak submitted a proposal to the borough from Hallett Contractors for paving and painting Murray Street and other privately owned lots. ADJOURNMENT: A MOTION to adjourn was made by Augustine, seconded by Capone. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 6:48 P.M.
