BANGOR BOROUGH COUNCIL MEETING HELD AT 197 PENNSYLVANIA AVENUE, BANGOR, PA MINUTES APRIL 13, 2026 - 6:30 PM CALL TO ORDER AND PLEDGE TO FLAG ROLL CALL Members Present: Others Present: James Augustine Stephen Reider, Borough Manager Barry G. Schweitzer – via phone David J. Ceraul, Esq., Solicitor Zachary Maslany David McCloughan, Mayor Marissa Donnelly Absent : Rosemarie Capone James W. Kresge Marc Sperling PUBLIC COMMENT: 1. Zachary Romano was present from 143 North Fifth Street to discuss the letter he received from the borough regarding the removal of his chickens. Manager Reider stated that a moratorium on issuing permits for animals such as birds and fowl was approved by Council in 2025 due to the Avian Flu. A temporary extension was given to the letter deadline and Manager Reider will research updates on the Avian Flu. ACTION ITEMS: 1. A MOTION to approve the minutes dated March 9, 2026, and March 23, 2026, was made by Sperling, seconded by Capone. All were in favor. MOTION carried. 2. A MOTION was made by Capone, seconded by Augustine, to approve advertisement for the handicap accessibility ramp project in front of the Borough Administrative Office. All were in favor. MOTION carried. 3. A MOTION was made by Augustine, seconded by Sperling to approve the ECMS Resolution and Agreement. All were in favor. MOTION carried. 4. Manager Reider reported that a letter was received from Rosemarie Capone resigning from the Park Board. A MOTION was made by Augustine, seconded by Sperling, to accept with regret the resignation of Rosemarie Capone from the Park Board. All were in favor. MOTION carried. Council Member Sperling acknowledged the work that Rosemarie did for the Park Board. 5. Manager Reider reported that there is currently a vacancy for a part-time patrol officer and Chief Jones is requesting to fill this position. A MOTION was made by Sperling, seconded by Augustine to approve this request subject to the applicant passing all police department requirements. All were in favor. MOTION carried. 6. Manager Reider commented that as part of the ongoing vandalism in the borough parks, Mayor McCloughan and Chief Jones discussed instituting a new, temporary curfew for public areas until the current curfew ordinance is revised. A MOTION was made by Sperling, seconded by Capone to set a temporary curfew at 10:00 p.m. All were in favor. MOTION carried. 7. Manager Reider and Council discussed the drafts of the Vehicles, Traffic and Parking Ordinance and Street Excavation Ordinance. A MOTION was made by Augustine, seconded by Sperling, to approve advertising the Vehicles, Traffic and Parking Ordinance, with the addition of adding the 15-minute parking on Market Street between 1st & 4th Street. All were in favor. MOTION carried. A MOTION was made by Capone, seconded by Augustine to approve advertising the Street Excavation Ordinance. All were in favor. MOTION carried. COUNCIL COMMENTS: 1. Chief Jones gave Council a Police Department update. 2. Mayor McCloughan gave Council an update on his recent activities as Mayor. 3. Council Member Sperling asked if vandalism at Pennico Park has decreased and Manager Reider stated yes. Sperling gave Council an update on the review of Ordinance #1000. Sperling attended the Rescue and Second Ward Fire Companies’ Banquet. 4. Council Member Augustine questioned if there was a burn ban in the borough. Manager Reider will reach out to Chief Engle. 5. Solicitor Ceraul commented that several years ago the Magisterial Judge imposed community service on the individual’s causing vandalism. 6. Manager Reider thanked Rosemarie Capone for her service on the Park Board. Reider stated that he received three estimates for replacing the roof at the administrative office and funds for this project were not budgeted in 2026. Reider gave Council a park/pool update. ADJOURNMENT: A MOTION to adjourn was made by Capone, seconded by Sperling. All were in favor. MOTION carried. The Bangor Borough Council Meeting adjourned at 7:11 P.M.
