DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by John Forbes. State of Public Notice was
given and agendas were available.
2. Roll Call: Rhonda Hazen, Scott Leahy, Don Hugill, Chris Valcheff, Mike Peterson, Brandon
Watson and John Forbes.
3. Pledge of Allegiance
4. Motion by B Watson/C Valcheff to approve the February 6th, 2023 Village Board Motion
carried.
5. No Informal Public Comment
6. No President’s report
7. Motion by M Peterson/C Valcheff to approve the updated Encroachment Agreement with
David and Joann Manteufel for 307 N. Jones St. Motion carried.
8. Motion by C Valcheff/S Leahy to approve Resolution 2023-02 Approving Amendment of Tax
Incremental Finance District #1. Motion carried
9. Carl Thorsen, Scott Construction, discussed the 2022 Street Chip Sealing Project. Scott
Construction will come back in the Spring to clean up the yards and fix the alley ways.
10. MSA Professional Services:
Motion by B Watson/D Hugill to accept the recommendation from the Memorial
Park Steering Committee to select the splash pad proposal from Waterplay –
contingent on approval of a waiver of the Build America, Buy America provisions
associated with LAWCON funding requirements. Motion carried.
R Hazen left at 7:46 p.m. Motion by B Watson/S Leahy to approve the
recommendation from the Memorial Park Steering Committee to approve the
playground proposal from Little Tikes – Northland Recreation. Moton carried.

11. Public Works Report
Received 2018 Water Fluoridation Quality Award
12. Police Chief Report. Call response for February: Citations/Warnings - 11 and Service - 23.
13. Motion by M Peterson/C Valcheff to approve an Operator’s License for Shane Callan for
Golden Eagle Bar & Grill contingent on turning in a Learn to Serve Certificate or current
license. Motion carried.
14. Motion by C Valcheff/S Leahy to approve an Operator’s License for Alayna Goebel for Ope
Haus Pub & Grill. Motion carried.
15. Committee/Commission Reports. Discussion on long-range planning and financing. Library
received a grant from Iowa County – congratulations to Shari Sailing, Library Director for
applying for the grant.
16. Motion by B Watson/M Peterson to approve the bills as presented. Motion carried.
17. Motion by M Peterson/S Leahy to approve moving July and September Board Meetings due
to Holiday Weekends (move to Thursday July 6th and Tuesday, September 5th) Motion
carried.
18. Future agenda items and business.
