VILLAGE OF BARNEVELD BOARD MEETING Monday, February 6th, 2023 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Announcement – anticipated closed session later in meeting 5. Motion by B Watson/C Valcheff to approve the minutes of the January 11th, 2023 Village Board Meeting & January 26th, 2023 Special Board Meeting. Motion carried. 6. Informal Public Comment: None 7. President’s Report 8. Motion by R Hazen/S Leahy to go into Closed Session per Wisconsin State Statute 19.85(1)(g) for the purpose of conferring with legal counsel who is rendering oral advice concerning strategy to be adopted by the Board with respect to litigation in which is likely to become involved with Kenneth F Sullivan Co. arising out of the contract for the Barneveld WWTF Upgrades at 7:06 p.m., Roll Call: S Leahy, R Hazen, D Hugill, C Valcheff, M Peterson, B Watson and J Forbes. Motion by M Peterson/B Watson to come out of Closed Session at 7:28 p.m. Motion by C Valcheff/R Hazen to agree to proposal for Mediation with Kenneth F. Sullivan Co with John Forbes representing the Village and sharing costs for Mediation. All motions carried. 27. Vortex Nation Inc/Sheltered Wings Inc manufacturing property status for taxing purposes. 9. Motion by M Peterson/S Leahy to table Encroachment Agreement (as a condition to the lot combination) with David & Joann Manteufel until requested by David & Joann Manteufel to be put on Village Board Meeting Agenda. Motion carried. 10. MSA Professional Services  Motion by C Valcheff/R Hazen to approve bid for Geotechnical Services for Memorial Park. Motion carried.  Motion by S Leahy/D Hugill to give Energenecs Bill for WWTP to MSA to pass on to Kenneth F. Sullivan, Inc. Motion carried.  Motion by C Valcheff/J Forbes to authorize MSA to submit WPDES Permit and MDV Renewals. Motion carried.  Update on current projects. 11. Motion by C Valcheff/S Leahy to approve Conveyance of Rights in Lands and Temporary Construction Easement for the Iowa County T Project to Iowa County. Motion carried. 12. Motion by C Valcheff/M Peterson to donate acquisition money in the amount of $14,650.00 to Iowa County for the County T Project. Motion carried. 13. Motion by D Hugill/B Watson to remove fence and do not replace for Highway Easement, Statement of Construction Engineer and Agreement with Iowa County for County T Project. Motion carried. 14. Motion by M Peterson/R Hazen to approve application from Deal Family Trust for zoning change on Lot 0229.b (Commerce Street) from H-B (Highway Business/Business Industrial District) to B-2 (Wholesale and Service District) Motion carried. 15. Public Works Report 16. Police Chief Report. Motion by B Watson/S Leahy to approve updates on Emergency Operations Plan. Motion carried. Call response for January: Citations/Warnings – 6 and Service - 23. 17. Motion by S Leahy/B Watson to approve Operator’s License for Mikayla Sieling for Ope Haus Pub & Grill. Motion carried. 18. Motion by R Hazen/C Valcheff to approve appointing Steven Swenson, Tom Shepard and Carlee Segebrecht to the Memorial Park Steering Committee. Motion carried. 19. Motion by S Leahy/C Valcheff to appoint Michael Peterson to the Memorial Park Fund Raising Committee. Motion carried. 20. Motion by B Watson/C Valcheff to approve thank you letter for donations to Memorial Park Fund 21. Motion by R Hazen/D Hugill to approve inter-governmental agreement between the Village of Barneveld, Town of Brigham and the Barneveld School District for the Community Rec Program. Motion carried. 22. Motion by D Hugill/S Leahy to approve job description for the Community Rec Director. Motion carried. 23. Motion by S Leahy/M Peterson to appoint Brandon Watson to the Community Rec Program Committee. Motion carried. 24. Committee/Commission Reports – Scott Phillips reported the Barneveld-Brigham Fire District will be changing lights in Municipal Building. Park Committee discussed moving Ice Rink to Birch Lake next winter. 25. Motion by B Watson/D Hugill to approve the bills as presented. Motion carried. 26. Motion by M Peterson/B Watson to approve moving April Meeting to Wednesday, April 12th, 2023 due to the Election. Motion carried. 28. Future items and business 29.
