VILLAGE OF BARNEVELD BOARD MEETING Thursday, July 6th, 2023 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen via Zoom, Don Hugill, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Motion by B Watson/D Hugill to approve the minutes of the June 5, 2023 Village Board Meeting. Motion carried. 5. Informal Public Comment: Bri Erskine and Dave Ruffalo of Uplands Wind introduced themselves to the Board. 6. Chris Valcheff arrived via Zoom at 7:08. 7. President’s Report – President Forbes updated the Board on MSA’s Brian Kehrli call about current projects 8. MSA Professional Service: 1. Motion by M Peterson/S Leahy to approve Pay Request #5 from Rule Construction for Wood, Front & Garfield Reconstruction Project contingent on pending approval of all work completed to satisfaction per Public Works. Motion carried. 2. Motion by R Hazen/M Peterson to approve bill from GA Clerkin Electric Company in the amount of $1,778.13 to repair underground wires at the Sewer Plant. Motion carried. 3. Motion by S Leahy/D Hugill to approve Resolution 23-07 Compliance Maintenance Annual Report for Sewer Utility. Motion carried. 4. Update on current projects from MSA emails. President Forbes shared emails on update. 9. Public Works Report. 1. Motion by C Valcheff/S Leahy to approve quote in the amount of $2,355.00 from Gerber Leisure Products, Inc. for bucket swings and belt swings for Quail Ridge. Motion carried. 2. Motion by B Watson/M Peterson to approve quote from LW Allen in the amount of $13,446.00 for new pump at Commerce Left Station and new base elbows in the amount of $5,540.00. Motion carried. 3. Motion by M Peterson/C Valcheff to approve quote by Premiere Coop to replace brakes on 2009 Peterbuilt. Motion carried. 10. Motion by M Peterson/C Valcheff to table posting for Village Concrete Contractor and have Public Works Committee look into changing Permit or Ordinance. Motion carried. 11. Motion by M Peterson/S Leahy to charge Allen & Jody Ramminger’s remote reader box replacement cost for their rental at 206 S Garfield St. Motion carried. 12. Police Chief Report. Call response for June: Citations/Warnings-16 and Service-21. Village Board discussed putting speed limit sign down at Birch Lake Park to dam as Lake is now inside the Village. Put on August Village Board Meeting. 13. Motion by S Leahy/C Valcheff to approve Operator’s Licenses for Owen Rathje for Ope Haus. Motion carried. 14. Committee/Commission Reports 15. Motion by M Peterson/B Watson to send Scoreboard Agreement to Rec Committee to develop with other items for teams using Birch Lake Park. Motion carried. 16. Motion by B Watson/D Hugill to accept RTP Grant for Memorial Park Shelter in the amount of $100,000.00. Motion carried. 17. Motion by M Peterson/S Leahy to appoint Don Hugill to Rescue Protection Services Board. Motion carried. 18. Clerk-Treasurer Report 1. Motion by B Watson/C Valcheff to pay bills as presented. Motion carried. 2. Shared Revenue update. 3. 2022 Audit Review. 19. Finance Committee will meet on July 18, 2023 to review pay scale/benefits for employees for 2024 Budget. 20. Future items and business – Add Speed Limit by Birch Lake Park to August Agenda 21. Motion by B Watson/S Leahy to adjourn at 9.01 p.m. Motion carried.
