VILLAGE OF BARNEVELD BOARD MEETING

DRAFT SUBJECT TO APPROVAL
1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and
agendas were available.
2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John
Forbes.
3. Pledge of Allegiance
4. Motion by B Watson/R Hazen to approve the minutes of the July 6, 2023 Village Board Meeting and July 19,
2023 Special Meeting. Motion carried.
5. Announcement of Closed Session later in Meeting
6. Informal Public Comment: Greg Clerkin appeared before the Board to ask when Arneson Road would be
done. He said he is worried about some old drains with kids in the area and the condition of the road and
speeders on Arneson Rd. Greg commended the Village Employees for all the hard work they do. Michael
Lancaster appeared before the Board and thanked them for the July Newsletter that explained everything that
is going on with the Wells in the Village. Said it was very informative and helped explain everything well.

8. Police Chiefs Report. Call response for July: Citations/Warnings-8 and Service-19
Motion by R Hazen/C Valcheff to approve New Laptop for Squad Car – CF 33. Motion carried.
Motion by M Peterson/S Leahy to have Public Works Committee work on Resolution for Speed Limit
by Birch Lake Park. Motion carried.
9. Motion by C Valcheff/D Hugill to approve Operator’s License for Mya Baker and Jordan Peterson for Kwik
Trip. Motion carried.

11. Public Works Report.
Motion by C Valcheff/S Leahy to table until September Meeting quotes for removal of trees at Birch
Lake. Motion carried.
Motion by C Valcheff/M Peterson to approve a 4-way Stop at Main and N Jones St. Motion carried.
Motion by M Peterson/C Valcheff to table until September Meeting bids for Crack Filling. Motion
carried.
12. Village Board discussed the Community Forest Program. Possible agreement ready for October Meeting.
13. Mike Peterson updated the Village Board on the Memorial Park Project – Playground Equipment, Splash Pad
and Schedule. Motion by C Valcheff/S Leahy to set Memorial Park Committee Meeting for August 16, 2023
at 6:00 p.m. Motion carried.
14. Committee/Commission Reports. Public Works Committee updated Board on recent meeting. Discussed
updating Sidewalk Ordinance, Safety gear for Public Works, hiring special mower to clean up retention ponds
and areas of Birch Lake, cutting back trees on S Jones to be put on September Agenda.
15. Clerk-Treasurer Report
1. Motion by B Watson/D Hugill to pay bills as presented. Motion carried.
16. Motion by S Leahy/R Hazen to match up to 6.9% with ETF Deferred Compensation (Retirement Program)
Motion carried.
17. Motion by R Hazen/S Leahy to go into Closed Session at 7:43 p.m. per State Statute 19.85(1)(c) “Considering
employment, promotion, compensation or performance evaluation data of any public employee over which the
governmental body has jurisdiction or exercises responsibility.” To review pay scale and benefits for Village
Employees for 2024 budget. Roll Call: S Leahy, R Hazen, D Hugill, C Valcheff, M Peterson, B Watson and J
Forbes. Motion by S Leahy/C Valcheff to come out of Closed Session at 8:24 p.m.
18. Motion by M Peterson/C Valcheff to approve mandatory training by Elizabeth Yanke from the Wisconsin
League of Municipalities on Tuesday August 15, 2023 at 2:30 p.m. Motion carried.
19. Motion by J Forbes/S Leahy to set Finance Committee Meeting to September 20, 2023 at 6:00 p.m.
20. Future items and business – Public Works Meeting will be August 23, 2023
21. Motion by M Peterson/B Watson to adjourn at 8:28 p.m. Motion carried.
