VILLAGE OF BARNEVELD BOARD MEETING Tuesday, September 5th, 2023 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Announcement – anticipated closed session later in meeting 5. Motion by B Watson/R Hazen to approve the minutes of the August 7th, 2023 Village Board Meeting and August 16th, 2023 Special Board Meeting. Motion carried 6. Informal Public Comment: None 7. President’s Report: Discussed Fire Department training at Vortex on Saturday, September 9th, 2023 with nine departments attending and our well capacity. 8. Reviewed letter of current projects from Rob Uphoff from MSA Professional Services 9. Ellery Schaffer, Jewell Associates and Craig Hardy, Iowa County Highway Commissioner, reviewed the CTH T TAP project for the pedestrian/bike trail 10. Police Report. Citations/Warnings - 6 and Service - 18.  Motion by C Valcheff/S Leahy to set Halloween hours for Tuesday, October 31st, 2023 from 5:00 to 7:00 pm. Motion carried. 11. Motion by S Leahy/R Hazen to change the permitted premise description of the Liquor License for Ope Haus Pub & Grill on Saturday, September 30th, 2023. Motion carried. 12. Motion by M Peterson/C Valcheff to approve an Operator’s License for Molly Conkey for Ope Haus Pub & Grill. Motion carried 13. Motion by D Hugill/C Valcheff to approve an Operator’s License for Brock Bigler for Golden Eagle Bar & Grill. Motion carried. 14. Motion by S Leahy/C Valcheff to approve an Operator’s License for Tara Poppe for Kwik Trip. Motion carried. 15. Motion by M Peterson/R Hazen to approve a Temporary Class “B” Retailer’s License (Picnic License) for the Barneveld-Brigham Fire Department on October 7th, 2023 for a Sportsmen’s Banquet. Motion carried. 16. Motion by S Leahy/C Valcheff to approve a Temporary Operator’s License for Jerry (Bud) Schlimgen for October 7th, 2023 for the Barneveld-Brigham Fire Department Sportsmen Banquet. Motion carried. 17. Public Works Report  Motion by C Valcheff/R Hazen to approve the quote from Maple Leaf for removal of trees from Birch Lake once we have confirmed the bid includes stumps cut to the ground and removal of debris in the amount of $10,000 if not we will accept Havens Tree care in the amount of $12,000. Funds will be taken out of Park Dedication. Motion carried.  Motion by B Watson/M Peterson to approve the bid from Fahrner Asphalt Sealers in the amount of $9,520 to crack fill on South Jones Street and Margi Lane. Motion Carried. 18. Joint meeting with the Town of Brigham and the B-B Fire Rescue District on Wednesday, September 13th, 2023 at 6:00 pm and Finance Committee Meeting on Wednesday, September 20th, 2023 at 6:00 pm 19. Motion by R Hazen/D Hugill to appoint the following people to the Memorial Park Fundraising Committee: Mike Peterson, Brandon Watson, Scott Leahy, Chris Valcheff, Joann Manteufel, Jessi Sullivan, Carlee Segebrecht, Courtney Watson, Shannon Wood and Carrie Portz. Motion carried. 20. Motion by J Forbes/B Watson to set the next meeting for the Memorial Park Fundraising Committee for Monday, September 11th, 2023 at 5 pm at the Barneveld Public Library. Motion carried. 21. Motion by B Watson/C Valcheff to approve the bills as presented. Motion carried. 22. Motion by M Peterson/C Valcheff to approve the quote from Equity Appraisal in the amount of $20,000 for the 2024 Revaluation Assessment Contract. Motion carried. 23. Motion by S Leahy/M Peterson to go into Closed Session at 8:32 p.m. per State Statute 19.85(1)(c)” Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.” To review pay scale for 2024 Budget and employee review. Roll Call: B Watson, M Peterson, C Valcheff, D Hugill, R Hazen, S Leahy and J Forbes. Motion by M Peterson/C Valcheff to reconvene at 9:32 p.m. Motions carried. 24. Future Agenda items and business: Public Works Committee Meeting on Wednesday, September 27th, 2023 at 4 p.m. 25. Motion by R Hazen/C Valcheff to adjourn at 9:34 p.m. Motion carried.
