VILLAGE OF BARNEVELD BOARD MEETING Monday, October 2nd, 2023 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Announcement – anticipated closed session later in meeting 5. Motion by B Watson/R Hazen to approve the minutes of the September 5th, 2023 Village Board Meeting. Motion carried. 6. Informal Public Comment: None 7. President’s Report – Thank you to all who worked on the 2024 Budget and thank you to those involved in Fair Day. 8. Brian Kehrli, MSA Professional Services  Will close out 2022 Street Project once restoration is completed  Update on Well #3 project  Motion by S Leahy/C Valcheff to issue Municipal Revenue Obligation payments (MRO #1, MRO #2 & MRO #3) to Vortex Nation, Inc. in the amount of $618,640.00. Motion carried. 9. Ellery Schaffer, Jewell Associates, reviewed the CTH T TAP project for the pedestrian/bike trail 10. Motion by C Valcheff/D Hugill to approve the quotes in the amount of $7,635.98 for updated computers and server for the Clerk’s Office and Police Department. Motion carried. 11. Shari Sailing, Barneveld Library Director, presented Library updates and Preliminary 2024 Barneveld Public Library and Special Purpose Budgets. 12. Police Chief Report. Citation/Warnings - 6 and Service - 31. 13. Motion by C Valcheff/M Peterson to approve the Operator’s License for Nicole Brown for Ope Haus Pub & Grill. Motion carried. 14. Motion by R Hazen/C Valcheff to approve an Operator’s License for James Meuth and deny an Operator’s License for Dillon Hohler (can appeal to the Village Board) for Kwik Trip. Motion carried. 15. Public Works Report  Motion by M Peterson/C Valcheff to approve the quote from Iowa County to do up to 30 hours of brush cutting. Motion carried. 16. Committee/Commission reports: PayPal account has been set up for Memorial Park Fundraising and website has PayPal link. 17. Motion by S Leahy/D Hugill to make no changes to the fees for the Village (last updated Resolution 22-14). Motion carried. 18. Motion by B Watson/S Leahy to approve the quote from HeyGov for the Online Payments, Licensing and Reservation programs in the amount of $2,000 (annual fee) with a $1,000 one-time set-up fee. Motion carried. 19. Motion by S Leahy/C Valcheff to approve the Contract with Johnson Block and Company for Auditing Services for the years ending 2023, 2024 and 2025. Motion carried. 20. Motion by R Hazen/M Peterson to approve the 2024 Stray Animal Contract with Iowa County Humane Society. Motion carried. 21. Motion by B Watson/R Hazen to pay the bills as presented. Motion carried. 22. Motion by C Valcheff/M Peterson to change the Village Office hours to 8:00 a.m. to 4:30 p.m. Monday through Thursday beginning on Monday, October 9th, 2023. Motion carried. 23. Motion by M Peterson/S Leahy to hold the Public Hearing for the 2024 Budget on Monday, November 6th, 2023 at 7:30 p.m. at the Barneveld-Brigham Municipal Building. Motion carried. 24. Motion by S Leahy/R Hazen to approve the Preliminary 2024 General Fund Budget. Motion by R Hazen/D Hugill to approve the Preliminary 2024 Water Utility Fund Budget. Motion by S Leahy/ M Peterson to approve the 2024 Preliminary Sewer Fund Budget. Motion by B Watson/C Valcheff to approve the Preliminary 2024 Debt Service Fund Budget. Motion by S Leahy/R Hazen to approve the Preliminary 2024 Economic Development Fund Budget. Motion by M Peterson/B Watson to approve the Preliminary 2024 Emergency Services Fund Budget with R Hazen abstaining. Motion by D Hugill/R Hazen to approve the Preliminary 2024 Barneveld Public Library and Special Purpose Library Budgets contingent on the wage increases are capped at 3 percent. All motions carried. 25. Motion by M Peterson/D Hugill to approve Resolution 23-08 to Claim Exemption from the County Library Tax. Motion carried. 26. Motion by R Hazen/S Leahy to approve Resolution 23-09 Authorizing the Carry Forward of Allowable Prior Years Unused Levy Capacity. Motion carried. 27. Motion by M Peterson/S Leahy to go into Closed Session at 9:12 p.m. per State Statute 19.85(1)(c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.” Temporary Full-Time Public Works Employee. Roll Call: B Watson, M Peterson, C Valcheff, D Hugill, R Hazen, S Leahy and J Forbes. Motion by C Valcheff/R Hazen to reconvene at 9:31 p.m. Motion by M Peterson/R Hazen to approve hiring Jerry Olson at $20.00 per hour with Health/Dental Insurance (insurance will be through April 2024) with a hire date of September 29th, 2023 for the Temporary Full-Time Public Works Employee. Motions carried. 28. No future agenda items or business 29. Motion by C Valcheff/M Peterson to adjourn at 9:35 p.m. with R Hazen opposing. Motion carried .
