VILLAGE OF BARNEVELD BOARD MEETING Monday, November 6th, 2023 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President Forbes. Public Notice has been given and agendas were available. 2. ROLL CALL: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes 3. Pledge of Allegiance 4. Motion by B Watson/S Leahy to approve the minutes of the October 2nd, 2023 Board Meeting and October 24th, 2023 Special Meeting. Motion carried. 5. No informal public comment 6. President’s Report 7. Motion by M Peterson/C Valcheff to table until the December meeting: 2024 ambulance purchase. Motion carried. 8. Rob Uphoff with MSA Professional Services gave updates on Village projects.  Motion by C Valcheff/R Hazen to approve Pay Request #1 from MZ Construction for $49,677.53 for Weir Gate Replacement & Bar Screen Installation. Motion carried.  Motion by R Hazen/S Leahy to authorize MSA to bid out demolition of Memorial Park Shelter. Motion carried.  Bid opening for Well #3 will be on November 30th, 2023 9. Police Chief Report. Call response for October: Citations/Warnings-4 and Service-23 10. Motion by S Leahy/C Valcheff to approve Operator’s License for Emily Pegram for Kwik Trip. Motion carried. 11. Public Works Report 12. Committee/Commission Reports – next meeting for Memorial Park Fundraising Committee will be on Wednesday, December 6th, 2023 at 5:00 p.m. at the Barneveld Public Library 13. 2024 Budget Hearing held at 8:00 p.m. 14. Motion by S Leahy/R Hazen to approve the 2024 General Fund Budget. Motion by R Hazen/M Peterson to approve the 2024 Water Utility Budget. Motion by B Watson/D Hugill to approve the 2024 Sewer Utility Budget. Motion by M Peterson/S Leahy to approve the 2024 Debt Fund Budget. Motion by R Hazen/B Watson to approve the 2024 Economic Development Fund Budget. Motion by J Forbes/D Hugill to approve the 2024 Emergency Services Budget. Motion by D Hugill/C Valcheff to approve the 2024 Barneveld Library Budgets. All motions carried with R Hazen abstaining on the Emergency Services Budget. 15. Motion by M Peterson/S Leahy to approve the insurance renewals from the League of Wisconsin Municipalities Mutual Insurance and the Municipal Property Insurance Company. Motion carried. 16. Motion by B Watson/C Valcheff to approve the bills as presented. Motion by B Watson/C Valcheff to approve the 2024 Attorney rates. Motions carried. 17. Motion by C Valcheff/M Peterson to approve a Village Credit card for Eric Arneson with $1,000 limit. Motion carried. 18. Motion by M Peterson/C Valcheff to table until the December meeting the renewing of the agreement with the Town of Brigham for salt/sand storage rental space. Motion carried. 19. Motion by B Watson/C Valcheff to approve the December/January Holiday hours. Motion carried. 20. Motion by R Hazen/ D Hugill to move the January Board Meeting to Wednesday, January 10th, 2024 due to a Holiday. Motion carried. 21. Public Hearing on November 16th, 2023 from 5:00 p.m. to 6:00 p.m. at the Barneveld- Brigham Municipal Building on the pedestrian/bicycle multi-use path along County T. 22. Future agenda items or business: Monthly Public Works Committee Meeting will be moved to Monday, November 20th, 2023 at 4:00 p.m. 23.
