VILLAGE OF BARNEVELD BOARD MEETING Monday, October 7th, 2024 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:19 p.m. by President John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Chris Valcheff, Mike Peterson, Brandon Watson and John Forbes. 3. Pledge of Allegiance 4. Announcement – anticipated closed session later in meeting 5. Motion by B Watson/D Hugill to approve the minutes of the September 11th, 2024 Village Board Meeting. Motion carried with S Leahy abstaining. 6. Informal Public Comment: None 7. Rob Uphoff, MSA Professional Services  Motion by M Peterson/S Leahy to issue Municipal Revenue Obligation payments (MRO #1, MRO #2 & MRO #3) to Vortex Nation, Inc. in the amount of $593,829.00. Motion carried.  Motion by S Leahy/R Hazen to approve the proposal in the amount of $57,800.00 from MZ Construction for Screen Room Rehab. Motion carried.  Motion by C Valcheff/M Peterson to approve change order #2 for substantial completion date of May 23rd, 2025 for Memorial Park Upgrades (Site & Buildings). Motion carried.  Update on Well #3 project 8. Craig Hardy, Iowa County Highway Commissioner, Motion by S Leahy/B Watson to accept the bid from Meise Construction Inc in the amount of $1,112,548.80 for the CTH T Birch Lake Park Multi-Use Path. Motion carried. 9. Motion by M Peterson/R Hazen to put the Old Military Road sign by the DNR Kiosk in Memorial Park. Motion carried. 10. Shari Sailing, Barneveld Library Director, presented Library updates and Preliminary 2025 Barneveld Public Library and Special Purpose Budgets. 11. President’s Report – Railing has been installed by stairs on County Hwy ID 12. Public Works Report  Motion by M Peterson/C Valcheff to approve averaging the sewer portion of the Utility Bill for a hose that was left on for Bob Schaller. Motion carried. 13. Police Chief Report. Citation/Warnings - 17 and Service - 25. 14. Motion by S Leahy/C Valcheff to approve the Operator’s License for Renee Meyer for Barneveld Legion Hall. Motion carried. 15. Committee/Commission reports 16. Motion by S Leahy/B Watson to appoint Don Hugill as a Trustee to the Barneveld Area Rescue Squad Board. Motion carried. 17. Motion by J Forbes/B Watson to put the fence back up at the Ball Field at Birch Lake Park between now and Spring. Motion carried. 18. Discussion on fees that the Village charges - Resolution will be brought back to the November meeting with updates to pet license fees, street opening fees and Building Inspection fees. 19. Motion by B Watson/D Hugill to pay the bills as presented. Motion carried.  Motion by C Valcheff/R Hazen to approve Resolution 24-10 Authorizing the Use of Economic Development Funds for Paying for Repairs on the Case End Loader for the Village. Motion carried. 20. Motion by B Watson/S Leahy to approve the quote from Rhyme for a Sharp BP-50C26 Copier in the amount of $2,619.12 with maintenance agreement with cost per page: of $.0049 black & white and $.045 color. Motion carried. 21. Motion by M Peterson/C Valcheff to approve the insurance renewals from the League of Wisconsin Municipalities Mutual Insurance and the Municipal Property Insurance. Motion carried. 22. Motion by C Valcheff/S Leahy to hold the Public Hearing for the 2025 Budget on Thursday, November 7th, 2024 at 7:30 p.m. at the Barneveld-Brigham Municipal Building. Motion carried. 23. Motion by R Hazen/D Hugill to approve the Preliminary 2025 Budgets for: General Fund, Water Utility Fund, Sewer Utility Fund, Debt Service Fund, Economic Development Fund, Emergency Services Fund, Barneveld Public Library and Special Purpose Library. Motion carried. 24. Motion by M Peterson/R Hazen to approve Resolution 24-11 to Claim Exemption from the County Library Tax. Motion carried. 25. Motion by R Hazen/S Leahy to approve Resolution 24-12 Authorizing the Carry Forward of Allowable Prior Years Unused Levy Capacity. Motion carried. 26. Motion by S Leahy/R Hazen to go into Closed Session at 8:48 p.m. per State Statute 19.85(1)(c) “Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.” Employee Reviews. Roll Call: B Watson, M Peterson, C Valcheff, D Hugill, R Hazen, S Leahy and J Forbes. Motion by C Valcheff/R Hazen to reconvene at 9:33 p.m. 27. No future agenda items or business 28. Motion by M Peterson/B Watson to adjourn at 9:35 p.m. Motion carried .
