VILLAGE OF BARNEVELD BOARD MEETING Monday, February 3rd, 2025 Barneveld-Brigham Municipal Building 403 E. County Hwy ID, Barneveld, WI 53507 DRAFT SUBJECT TO APPROVAL 1. The meeting was called to order at 7:00 p.m. by President John Forbes. State of Public Notice was given and agendas were available. 2. Roll Call: Scott Leahy, Rhonda Hazen, Don Hugill, Mike Peterson, Brandon Watson and John Forbes. Absent: Chris Valcheff 3. Pledge of Allegiance 4. Announcement was made about closed session and switching agenda items 14 and 15. 5. Motion by B Watson/S Leahy to approve the minutes of the January 6th, 2025 Village Board Meeting. Motion carried. 6. Informal Public Comment – None 7. Rob Uphoff with MSA Professional Services • Updates on well #3 and ground reservoir • Updates on current projects 8. President’s Report 9. Public Works Report • Motion by M Peterson/R Hazen to set Park Shelter rental fees of $250 which includes a $100 refundable deposit if left in appropriate condition following approval by Public Works, and a $20 reservation fee for every two (2) hours for the multi sport court and baseball diamond. Motion carried. • Motion by M Peterson/ S Leahy to approve getting bids for N. Grove St., E. Main St. and Jenniton Ave. Project. Motion carried. • Motion by R Hazen/S Leahy to approve getting bids for Chip Sealing and Crack Filling for S. Jones, Douglas to S. Kenzie, S. Kenzie to E. Orbison, and Margi Ln. Motion carried. 10. Police Chief Report. Call response for January: Citations/Warnings – 20 and Service - 23 11. Motion by D Hugill/B Watson to approve Operators License for Emily Meyers for the Golden Eagle Bar & Grill. Motion carried. 12. Committee/Commission Reports 13. Clerk-Treasurer’s Report • Motion by B Watson/D Hugill to approve the bills as presented. Motion carried. • Motion by M Peterson/S Leahy to approve new Friday office hours of 7:30am to 11:30am starting in April 2025. Motion carried. 15. Future agenda items and business – meeting with the DOT at 2:00 p.m. at the Barneveld-Brigham Municipal Building 14. Motion by R Hazen/S Leahy to go into Closed Session at 7:27 p.m. per Wisconsin State Statute 19.85(1)(e) “deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session.” Possible use of TIF Funds for development in TIF #2. Roll Call: S Leahy, R Hazen, D Hugill, M Peterson, B Watson and J Forbes. Motion by M Peterson/S Leahy to come out of Closed Session at 8:24 p.m. All motions carried. 16. Motion by B Watson/R Hazen to adjourn at 8:24 p.m. Motion carried.

MSA Professional Services: • Update on Well #3 and Wellhouse and Ground Reservoir • Update on current projects 8. President’s Report 9. Public Works Report • Discussion/Consideration of Park Reservation Forms and Fees • Discussion/Consideration of getting bids for the N. Grove St., E. Main St. and Jenniton Ave. Project that did not get completed in 2024 • Discussion/Consideration of getting bids for Chip Sealing and Crack Filling for 2025 10. Police Chief’s Report 11. Discussion/Consideration of Operator’s License for Emily Meyers for the Golden Eagle Bar & Grill 12. Committee/Commission Reports 13. Clerk-Treasurer’s Report including employee breakdowns and monthly receipts • Monthly bills (water, sewer and general) for consideration of payment • Discussion/Consideration of Friday Office hours from 7:30 am to 11:30 am beginning in April 2025 14.
