BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING January 12, 2016 at 6:00 P.M. COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held on January 12, 2016, at 6:00 pm in the Council Room at the Barrington Municipal Building, with Mayor Klaus presiding. CALL TO ORDER: Mayor Klaus called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. He then led the salute to the flag of our country and thanked all for coming out tonight. ROLL CALL: The Municipal Clerk called roll of Council with the following present: Ludwig - yes Popiolek - absent Nicholson - yes Bergeron - yes Robenolt - yes Rink - yes Also on dais: Municipal Clerk Terry Shannon and Paul Gallagher, Esq., sitting in for the Borough Solicitor. APPROVAL OF MINUTES: Mayor Klaus noted that Council was provided with a copy of the printed minutes of the November 4, 2015, Caucus and Closed Session meetings and December 15, 2015, Council meeting and asked if there were any corrections. Seeing none, on a Motion by Robenolt and Rink, the Caucus and Council minutes were approved as submitted by all members of Council present with the exception of Councilwoman Nicholson who abstained on the caucus minutes. MOTION WAS CARRIED COMMITTEE REPORTS: The Municipal Clerk read a summary of the December, 2015, monthly reports as submitted by Chief Dave Roberts for Police; Chief C. Jason Houck for the Fire Company and also submitted their 2015 Annual Report; Fire Official Steve DePierri for Regional Fire Alliance; Superintendent Michael J. Ciocco for Department of Public Works; Tax Collector Kristy Emmett for Tax and Sewer Collections and Court Administrator Catherine Lawson for Municipal Court On a Motion by Nicholson and Robenolt, the monthly reports were approved as submitted by all members of Council present. MOTION IS CARRIED NEW BUSINESS-ORDINANCES FOR INTRODUCTION ON FIRST READING: The Municipal Clerk stated that the following ordinances are for introduction on first reading. ORDINANCE NO. 1045: ORDINANCE OF THE BOROUGH OF BARRINGTON, COUNTY OF CAMDEN, STATE OF NEW JERSEY, ACCEPTING A CERTAIN THOROUGHFARE AS A DEDICATED STREET IN THE BOROUGH OF BARRINGTON ORDINANCE NO. 1046: ORDINANCE OF THE BOROUGH OF BARRINGTON, COUNTY OF CAMDEN, STATE OF NEW JERSEY, AMENDING CHAPTER 120, VEHICLES AND TRAFFIC, OF THE CODE OF THE BOROUGH OF BARRINGTON On a Motion by RINK and NICHOLSON the Ordinances as read was approved with the following poll vote: Ludwig - abstain Popiolek - absent Nicholson - yes Bergeron - yes Robenolt - yes Rink - yes Mayor Klaus announced that the public hearing on above ordinances will be held during the February 9th council meeting following proper advertising and a public hearing. NEW BUSINESS-RESOLUTIONS: The Municipal Clerk advised that she would read the following Resolutions by title, one after another, and Council will have the opportunity to vote as a Consent Agenda at the end of the reading. RESOLUTION NO. 1-2016-17: AUTHORIZING AN AGREEMENT WITH THE NEW JERSEY DEPARTMENT OF TRANSPORTATION RELATIVE TO THE TRAFFIC SIGNAL AT WHITE HORSE PIKE (ROUTE 30) AND BELL AVENUE RESOLUTION NO. 1-2016-18: AWARDING A CONTRACT TO WINCHESTER ROOFING FOR OVERLAY OF THE ROOF AT THE AMBULANCE BUILDING RESOLUTION NO. 1-2016-19: AUTHORIZING A REDUCTION IN THE BOND AMOUNT POSTED BY SCANNELL DEVELOPMENT COMPANY RESOLUTION NO. 1-2016-20: AUTHORIZING A REDUCTION IN THE BOND AMOUNT POSTED BY UNITED TECTONIC CORP., D/B/A UNITEX RESOLUTION NO. 1-2016-20: AUTHORIZING A REDUCTION IN THE BOND AMOUNT POSTED BY UNITED TECTONIC CORP., D/B/A UNITEX RESOLUTION NO. 1-2016-22: AUTHORIZING THE SIGNING OF A SHARED SERVICES AGREEMENT WITH THE BOROUGH OF RUNNEMEDE RELATIVE TO THE SERVICES OF A PAYROLL CLERK FOR THE BOROUGH OF RUNNEMEDE RESOLUTION NO. 1-2016-23: AUTHORIZING THE SIGNING OF A SHARED SERVICES AGREEMENT WITH THE BOROUGH OF RUNNEMEDE RELATIVE TO THE SERVICES OF DEPUTY REGISTRAR FOR THE BOROUGH OF RUNNEMEDE RESOLUTION NO. 1-2016-24: AUTHORIZING THE SIGNING OF A SHARED SERVICES AGREEMENT WITH THE BOROUGH OF MOUNT EPHRAIM RELATIVE TO THE SERVICES OF A MUNICIPAL CLERK FOR THE BOROUGH OF MOUNT EPHRAIM RESOLUTION NO. 1-2016-25: APPROVING THE NOVEMBER BILL LIST – TOTAL $ 985,275.99 RESOLUTION NO. 1-2016-26: ACCEPTING THE DONATION OF A VEHICLE NO LONGER NEEDED BY THE OFFICE OF THE CAMDEN COUNTY SHERIFF On a Motion by Ludwig and Bergeron, the Resolutions as read were approved with the following poll vote: Ludwig - yes Popiolek - absent Nicholson - yes Bergeron - yes Robenolt - yes Rink - yes RESOLUTIONS APPROVED COMMENTS FROM MEMBERS OF THE GOVERNING BODY: COUNCILMAN RINK – good evening and nice to see you tonight. Happy New Year and the best of health to all. The Barrington Business Association has a new President, Dr. Elizabeth Kennedy who is here tonight. They are looking for new members; one of their goals this year is to have a farmers market again. Dr. Kennedy said she is trying to build the Business Association. COUNCILWOMAN BERGERON – glad to see a lot of people here today, nice to see more than just our professionals at this meeting. We have some issues at the Mews; we will meet this month with management to work together for a solution that is good for management and the residents. All of the issues that came up at the last meeting will be addressed. COUNCILMAN ROBENOLT – good evening and thanks for coming out. The Councilman wanted to clarify a report in the Retrospect, at the caucus meeting the Councilman made reference to a complaint by a citizen. The complaint was not about the police but about a police matter, an ongoing investigation by the police department that won’t be commented on any further. It was not a complaint filed by anyone; our Police Department does an excellent job. COUNCILWOMAN NICHOLSON – good evening and welcome. Reported the following events: March 19 – Easter Egg; Hunt April 2 - Little League Opening Day; April 9 – Softball Opening Day; April 22 through the 24th we will celebrate Earth Weekend –contact Eileen for areas that your group, block or family would like to clean-up in town; May 21 - Barrington Day; May 30 – Memorial Day Services; June 15 – Woodland School Graduation; July 1 – Independence Day Parade and Fireworks with a rain date of July 2; October 8 – Harvest Festival; October 31 – Halloween; November 25 – Tree Lighting and Fire Parade. COUNCILMAN LUDWIG – just got back from attending the “State of the State” address in Trenton. He spoke candidly about his sentiments regarding Governor Christie. MAYOR KLAUS – reminded that the next Centennial Celebration meeting is January 20 at 6pm in the Mayor’s Office, please attend if you want to help with this upcoming celebration in our Borough. PUBLIC PORTION: Mayor Klaus advised that if you have comments or questions to come forward and state your name and address for the record. Public comment is limited to five minutes per person. On a motion by Nicholson and Ludwig the public portion of the meeting was opened. The following Copley Road residents were present because they are upset at the speeding traffic along Copley Road, it is unsafe for everyone but especially children: Melissa and Bill Murphy of 311 Copley, John Presper of 405 Copley, Mrs. Barraclough of 1004 Copley Place N., Keith Glenn of 302 Copley. Residents said they can’t even turn into their driveway without getting obscenities or lewd gestures from drivers. Perhaps speed humps will help. Mayor advised the Chief has had double shifts out there and arrests have been made. This is a county road so we are limited to what we can do. However, we can contact the county with suggestions and options. It was decided the Mayor and Police Chief meet with the residents to discuss the concerns. Mrs. Murphy will be the resident contact person and she will give the Clerk her contact information. Mrs. Baraclough of 1004 Copley N., there are lots of vacant houses in town, are taxes collected from them? Mayor explained that taxes are paid in most cases, we have 55 empty houses and we have an ordinance in place that any abandoned house must be registered with the borough and banks are responsible to register the homes, it does cost them. We are trying to encourage the banks to keep people in the homes. With no further comments from the public, on a motion by Rink and Robenolt, the public portion of the meeting was closed.
