BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING May 12, 2020 at 6:00 PM ONLINE MEETING HELD VIA ZOOM A regular monthly Council Meeting of the Borough of Barrington was held via Zoom with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order via Zoom at 6:00pm with the Sunshine Statement announcement and pursuant to the Executive Orders and guidance issued by the State of New Jersey due to the Corona virus state of emergency. She led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in virtual attendance: Councilman Cerrito, Council President Robenolt, Councilman Drumm, Councilman Beach and Councilman Hanson. Also participating via Zoom: Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Esq. Councilman Ludwig joined the virtual meeting a few minutes late. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the April 14, 2020 Caucus meeting and the April 21, 2020 Council meeting and asked if there were any corrections or abstentions. On a motion by Drumm second by Robenolt the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the March 2020 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Construction, Trash and Recycling and January from the Court Administrator. On a motion by Hanson, second by Drumm, the monthly reports were approved as submitted by all members of Council present. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 5-2020-54 Change Order No. 2--Final for Commerce Drive Phase 2 5-2020-55 Authorizing Submission of a DOT Municipal Aid Application 5-2020-56 Authorizing Submission of a DOT Municipal Aid Application 5-2020-57 Certification of Compliance with the United States Equal Employment Opportunity Commission’s “Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions under Title VII of the Civil Rights Act of 1964” 5-2020-58 Introduction of the 2020 Municipal Budget 5-2020-59 Approving the May Bill List in the Total Amount of: $4,208,406.34 On a motion by Councilman Cerrito, second by Councilman Robenolt, the resolution consent agenda was approved with the following poll vote: Ludwig-yes, Cerrito-yes, Robenolt-yes, Drumm-yes, Beach- yes, Hanson-yes. COMMENTS FROM MEMBERS OF THE GOVERNING BODY Councilman Hanson—parks and playgrounds are still closed and public events are cancelled. We are organizing a virtual Memorial Day event that will be posted on the website and Facebook. We are still delivering food to those in need so if you know anyone, please tell them to contact me. Councilman Drumm—thanked the employees for the work they are doing including office staff, police, ambulance and fire. Congratulations to Dave Pawling and his wife on the birth of their daughter. Councilman Cerrito—extended condolences on the death of Albert Peak, a long-time resident who recently passed away at the age of 96. He was a World War II veteran in the US Air Force. He also expressed condolences to all of those who have lost loved ones to the Corona virus. The potential developer for 500 Clements Bridge Road will be submitting a written application including a general statement explaining their plans for the property. Councilman Robenolt—also thanked all the departments, Ambulance, Fire, Police and OEM for the great job they have been doing and wished them all to continue to stay safe. He also congratulated the Pawlings on the birth of their daughter. Councilman Beach—thanked all employees, departments and residents on working together to keep things as normal as possible during this pandemic. All senior events remain cancelled including the senior bus. Public Works is starting to ramp up—they have a Monday-Tuesday crew and a Wednesday-Thursday crew and are rotating Fridays. Thank you to all the department heads. Mayor Harris—we had two seniors submit applications for the Louis Bay municipal leader scholarship. We did not have any winners but we did have a semi-finalist and Christian Zaggara will receive a letter from the League. Congratulations to Dave and Danielle on the birth of their daughter and happy birthday to Joe Hales. Councilman Ludwig—we should make sure we support the SMART bill that will be coming out of Washington. PUBLIC PORTION: On a motion by Councilman Drumm, second by Ludwig, the second public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, state your name and address for the record. Public comment is limited to five minutes per person. Diane Schreyer thanked Mayor and Council and all of the departments for all they have been during this pandemic. Seeing no further comments from the public, on a motion by Councilman Ludwig, second by Councilman Beach, the second public portion of the meeting was closed. With no further business to be transacted, on a motion by Councilman Ludwig, second by Councilman Cerrito, the meeting was adjourned at 6:19pm.
