BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING JUNE 9, 2020 at 6:00 PM ONLINE MEETING HELD VIA ZOOM A regular monthly Council Meeting of the Borough of Barrington was held via Zoom with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order via Zoom at 6:03pm with the Sunshine Statement announcement and pursuant to the Executive Orders and guidance issued by the State of New Jersey due to the Corona virus state of emergency. She led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in virtual attendance: Councilman Ludwig, Councilman Cerrito, Council President Robenolt, Councilman Drumm, Councilman Beach and Councilman Hanson. Also participating via Zoom: Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Esq. APPROVAL OF RESOLUTION Mayor Harris announced we have the following resolution for approval: Resolution 6-2020-61 Promoting Lt. Mike Minardi to the Position of Deputy Chief On a motion by Councilman Drumm, second by Councilman Ludwig, the resolution was approved with the following poll vote: Ludwig-yes; Cerrito-yes; Robenolt-yes; Drumm-yes; Beach-yes; Hanson-yes. Mayor Harris administered the Oath of Office to Deputy Chief Minardi with his wife holding the Bible. Congratulations were expressed by all on the Zoom meeting. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the May 5, 2020 Caucus meeting and the May 12, 2020 Council meeting and asked if there were any corrections or abstentions. On a motion by Beach, second by Robenolt, the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the April 2020 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Construction, Trash and Recycling and January from the Court Administrator. On a motion by Ludwig, second by Cerrito, the monthly reports were approved as submitted by all members of Council present. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 6-2020-62 Authorizing the Tax Collector to Prepare and Mail Estimated Tax Bills 6-2020-63 Approving an Employment Agreement for the Police Chief 6-2020-64 Approving an Employment Agreement for the Deputy Police Chief 6-2020-65 Authorizing Renewal of the 3-Year Cooperation Agreement with CDBG 6-2020-66 Authorizing a Shared Service Agreement with Magnolia for Use of the Truck Wash 6-2020-67 Authorizing Renewal of the Shared Service Agreements with Merchantville 6-2020-68 Resolution Supporting the Federal, Bipartisan SMART Ace 6-2020-69 Authorizing the 2020 Municipal Budget to be Read by Title at the Public Hearing 6-2020-70 Authorizing the Issuance and Sale of up to $1,966,000 of General Obligation Bonds, USDA Series 2020A; Making Certain Covenants to Maintain the Exemption of Interest on Said Bonds from Federal Income Taxation; and Authorizing Such Further Actions  and Making Such Determinations as May be Necessary or Appropriate to Effectuate the Issuance and Sale of the Bonds 6-2020-71 Authorizing and Providing for the Incurrence of Indebtedness for the Purpose of Providing a Portion of the Cost for Acquiring, Constructing, Enlarging, Improving and/or Extending the Sanitary Sewer Collection System 6-2020-72 Approving the June Bill List in the Total Amount of: $751,037.02 On a motion by Councilman Hanson, second by Councilman Drumm, the resolution consent agenda was approved with the following poll vote: Ludwig-yes, Cerrito-yes, Robenolt-yes, Drumm-yes, Beach- yes, Hanson-yes. PUBLIC HEARING ON THE 2020 MUNICIPAL BUDGET On a motion by Councilman Ludwig, second by Councilman Robenolt, the public hearing on the 2020 Budget was opened. Seeing no public comment, on a motion by Councilman Ludwig, second by Councilman Robenolt, the public hearing was closed. On a motion by Councilman Hanson, second by Councilman Beach, the 2020 Municipal Budget was adopted with the following poll vote: Ludwig-yes; Cerrito-yes; Robenolt-yes, Drumm-yes; Beach-yes, Hanson-yes. The Budget was adopted. COMMENTS FROM MEMBERS OF THE GOVERNING BODY Councilman Robenolt—Congratulations to Mike. We know you will do a great job. All departments did a great job with the storm the other night. Everything went as well as it could. Councilman Ludwig—Congratulations to Mike—you deserve it. Also congratulations to Dave on the finalizing of his contract. You all do a great job. Councilman Beach—Congratulations Deputy Chief Minardi. Thank to everyone for their work taking care of the residents after the storm. Great job done by all. Public Works is back to work on staggered shifts. We will be discussing this week any plans involving senior events. Councilman Hanson—Congratulations to Deputy Chief Minardi. Thanks to everyone who contributed to the Memorial Day video. Thanks to Ron and Dana Oppermann for putting it together. July 4 parade and fireworks are cancelled. We are looking into other options. Parks and playgrounds are still closed. We are going to host a drive-in movie night on Saturday, June 27 at Royal Fitness parking lot. Food pantry is still open and if anyone needs help, please reach out. Councilman Drumm—school board met last night. Just Kids summer program is cancelled. Summer program for kids with IEP’s will be open to everyone virtually. July 13 will be a virtual graduation. Congratulations to Mike on becoming Deputy Chief. I worked with him from day one and he hit the ground running and hasn’t stopped. Councilman Cerrito—Congratulations to Mike. June 15, non-essential businesses are opening up. Please support our local businesses. We look forward to seeing you reopen. Mayor Harris—Congratulations to Mike—you do a great job. Vince and I met with Fade Salon and they have done a great job getting ready to reopen. We will be getting a flower shop and another salon in town. We also met with Past and Present Vintage and he will be open on June 15. Please support local businesses. The Rail, Time Out and Wild Wing will be opening on June 15 for outdoor dining. Please be patient as this is all new to them with the new guidelines. Everyone did a great job responding to the storms last week. PUBLIC PORTION: On a motion by Councilman Beach, second by Ludwig, the second public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, state your name and address for the record. Public comment is limited to five minutes per person. Mike Minardi thanked Mayor and Council for this opportunity and he won’t let you down. Jennifer Milligan of 102 Lawrence Avenue expressed how impressed she has been with how they have handled this whole situation. Your response to this pandemic has been amazing and she wanted to give them a “shout out”. Police, EMT’s, Fire, all have done so much. The police always wave to her kids and it means so much. Thanks to all. Diane Schreyer of 212 S. Nassau, congratulations to Deputy Chief Minardi. As a citizen she was always impressed by him and she knows he will do a great job. Seeing no further comments from the public, on a motion by Councilman Robenolt, second by Councilman Ludwig, the second public portion of the meeting was closed. With no further business to be transacted, on a motion by Councilman Hanson, second by Councilman Ludwig, the meeting was adjourned at 6:28pm.
