BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING September 14, 2021, 6:00PM, Virtual meeting held via Zoom A regular monthly Council Meeting of the Borough of Barrington was held virtually via Zoom at 6:00pm with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and pursuant to the Executive Orders issued by Governor Murphy due to the Covid Emergency. She explained that the public will be muted until the open public portion at which time you can raise your hand to be unmuted. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, Councilman Drumm, Councilman Hanson, and Councilman Robenolt. Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Solicitor., were also on the zoom meeting. Councilman Ludwig was absent. OATH OF OFFICE: Clerk Shannon read resolution 9-2021-102, Appointing Rachel Yates to the Position of Full-time Firefighter/EMT and Mayor Harris administered the Oath of Office to the Rachel. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the August 4, 2021, caucus meeting and the August 10, 2021, council meeting and asked if there were any corrections or abstentions. On a motion by Beach, second by Hanson, the minutes were approved by all members of Council present with the exception of Councilman who abstained as he was not present. COMMITTEE REPORTS The Municipal Clerk read a summary of the August 2021 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for July, Construction, and Trash and Recycling. On a motion by Hanson, second by Robenolt, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION Clerk Shannon read the following ordinances by title: Ord. 1147 Adding Chapter 103, Smoking in Public Places, to the Borough Code On a motion by Hanson, second by Drumm, the second reading of this ordinance was approved with the following poll vote: Beach-yes; Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes. On a motion by Robenolt, second by Beach, the public hearing on this ordinance was opened. Seeing no comments from the public, on a motion by Drumm, second by Robenolt., the public hearing was closed. On a motion by Hanson, second by Robenolt, Ordinance 1147 was adopted with the following poll vote: Beach - yes; Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes. Mayor Harris advised that signs will be posted accordingly. ORDINANCES FOR INTRODUCTION ON FIRST READING: Clerk Shannon read the following ordinances by title: Ord. 1148 Approving an Easement Relative to the Property Located at 1101 Clements Bridge Road and Authorizing Execution of all Documents Necessary to implement Said Easement On a motion by Drumm, second by Beach, the ordinance was approved with the following poll vote: Beach-yes; Cerrito-yes, Drumm – yes, Hanson-yes, Robenolt-yes. This ordinance will be considered for adoption following proper notice and a public hearing to held during the October 12, 2021, council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 9-2021-101 Appointing Kieran McKeown to the Position of Police Recruit 9-2021-102 Appointing Rachel Yates to the Position of Full-time Firefighter/EMT 9-2021-103 Appointing Richard Buscemi III as Tax Assessor and Ron Breining as Deputy 9-2021-104 Approving Change Order No. 4, 2020 Road Improvement Program 9-2021-105 Authorizing Liens Against Certain Properties for Costs Incurred in Accordance with the Property Maintenance Code 9-2021-106 Approving the September Bill List in the Total Amount of: $1,072,640.15 9-2021-107 Resolution of Agreement by and between the Borough of Barrington and Ross Beck Regarding Education Benefits On a motion by Hanson, second by Beach, the resolution consent agenda was approved with the following poll vote: Beach-yes; Cerrito-yes, Drumm – yes, Hanson-yes, Robenolt-yes PUBLIC PORTION On a motion by Hanson, second by Cerrito, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to raise your hand and you will be unmuted. Please state your name for the record. Public comment is limited to five minutes in the aggregate per person. Patti Pawling, Lawrence Ave, wanted to commend Councilman Cerrito and his committee on the 9/11 Memorial. It is outstanding and a tribute to all the lives lost and to the rescuers. She mentioned this on Facebook but want it noted in the council minutes. Seeing no further comments from the public, on a motion by Hanson, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN CERRITO – congratulations to Rachel and Kieran on your appointments. Speaking of September 11, it reminds me how important first responders are so thank you very much. Thanks to each and every one who participated in our 9/11 Memorial dedication and blessing this past Saturday. This would not have taken place without the participation of our 9/11 Committee, Police, Fire, EMS and DPW, Borough staff and office, those who donated and purchased a brick and those who put in time and effort to help install the memorial itself, and to John Nearing who designed the logo for our program. Thank you to all who participated in the ceremony, Councilman Robenolt, Pastor Colwell and Pastor Archut, Mayor Harris, Phylicia Robenolt, Deputy Chief Mike Minardi, Lt. Dan Bowman, Logan Robenolt, Gene Elwell and the Fire Department, this was a very special moment. Thank you to all. COUNCILMAN HANSON – congratulations and welcome Rachel, we are lucky to have you. Thank you to Councilman Cerrito and the 9/11 Committee for an outstanding dedication and memorial. Thanks to the Civic Association for hosting a great event, Beats, Brews and Eats, also held on Saturday. About 2,000 attended the event. The next upcoming event is a small Barrington Business Festival to be held on October 2 at the intersection of Haines and Second Avenues from 11 am to 4 pm, the owner of the Wildflower Florist is organizing that event. October 2 is also the Rabies Clinic at the Borough Hall. COUNCILMAN ROBENOLT – congratulations Rachel, we look forward to getting you in and started next week. Congratulations to Kieran McKeown on his appointment, good luck in the academy. Thanks Vince and all who participated with the monument and ceremony, greatly appreciated. We need EMT’s in town so if you know someone looking for a job or interested in becoming an EMT please contact me or Chief Kate Bowen. The Fire Company is holding a big fundraiser--please come out and join us for Flames & Fenders Car Show on October 10 at the Fire House and post office parking lot. COUNCILMAN DRUMM – echoed what was already said, the Saturday Memorial event was a great presentation with Fire, Police and DPW, it was very nice, and a nice turnout. Thank you Vince for all your hard work. Thanks to Kyle and the Civic Association for their event too, a great ending to the day. We appreciate all the volunteers and their help. Congratulations Rachel and Kieran. Reminder that the kids are back in school so there is more walking, more bikes and more drivers so be aware and drive slowly. COUNCIL PRESIDENT BEACH – piggybacked on all that was already said. Congratulations to Rachel and Kieran and welcome to the family. We all look out for each other and help each other out--if you have questions or issues make sure you bring it up to the appropriate people. Thanked Vince and the 9/11 Committee for Saturday, great job. It takes a lot of work to get something like this together and it is appreciated by all. Thanks to Kyle and the Civic Association for another great event--great to see residents come together for a good time, and thanks to Megan too. MAYOR HARRIS – welcome Rachel and Kieran. Thank you to Vince, Wayne and the entire 9/11 Committee for the incredible Memorial. It was a beautiful service. Thanks to Joe Sikora and his assistant--they did a tremendous job. Brews, Beats and Eats was great--Meg and Kyle outdid themselves. Thanks to all the volunteers who helped that day, it was a really great day.
