BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING October 12, 2021, 6:00PM, Virtual meeting held via Zoom A regular monthly Council Meeting of the Borough of Barrington was held virtually via Zoom at 6:00pm with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and pursuant to the Executive Orders issued by Governor Murphy due to the Covid Emergency. She explained that the public will be muted until the open public portion at which time you can raise your hand to be unmuted. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, Councilman Drumm, Councilman Hanson, and Councilman Robenolt. Mayor Harris, Municipal Clerk Terry Shannon and Timothy Higgins, Solicitor., were also on the zoom meeting. Councilman Ludwig was absent. PROCLAMATION: Mayor Harris read a Proclamation for Breast Cancer Awareness Month. Mayor advised that there are signs posted at the Municipal Building and various properties throughout town. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the September 7, 2021, caucus meeting and the September 14, 2021, council meeting and asked if there were any corrections or abstentions. On a motion by Hanson, second by Drumm, with Beach abstaining on the caucus minutes, the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the September 2021 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for August, Construction, and Trash and Recycling. On a motion by Hanson, second by Beach, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION Clerk Shannon read the following ordinances by title: Ord. 1148 Approving an Easement Relative to the Property Located at 1101 Clements Bridge Road and Authorizing Execution of all Documents Necessary to implement Said Easement On a motion by Drumm, second by Hanson, the second reading of this ordinance was approved with the following poll vote: Beach-yes; Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes. On a motion by Robenolt, second by Drumm, the public hearing on this ordinance was opened. Seeing no comments from the public, on a motion by Hanson, second by Beach, the public hearing was closed. On a motion by Beach, second by Drumm, Ordinance 1148 was adopted with the following poll vote: Beach - yes; Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 10-2021-109 Authorizing Participation in the Cooper Employee Assistance Program 10-2021-110 Awarding a Contract to Seaside Waste for Solid Waste Collection and Disposal 10-2021-111 Designating Outdoor Smoking Areas at the Public Works Complex and the Ambulance Building 10-2021-112 Cancelling Stale Dated/Outstanding Checks Drawn on the Court Accounts 10-2021-113 Authorizing Execution of a Termination Agreement with the Chief of Police 10-2021-114 Setting the Hours for Halloween Trick or Treating 10-2021-115 Requesting Items of Revenue and Expense for Grants Received 10-2021-116 Approving the October Bill List in the Total Amount of $1,256,692.29 On a motion by Hanson, second by Drumm, the resolution consent agenda was approved with the following poll vote: Beach-yes; Cerrito-yes, Drumm – yes, Hanson-yes, Robenolt-yes PUBLIC PORTION On a motion by Beach, second by Cerrito, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to raise your hand and you will be unmuted. Please state your name for the record. Public comment is limited to five minutes in the aggregate per person. Debbie Veit, when will we go back to in person meeting? Mayor Harris said possibly in January, but it will be discussed at the caucus meeting on November 3. Diane Schreyer, 212 S Nassau, thanked Chief Uron for his service saying she admires him, and he will be missed. Seeing no further comments from the public, on a motion by Beach, second by Cerrito, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN HANSON – thanks to Adrianna from the Wild Flower Florist for organizing the Barrington Business fall festival. It was a great effort to get the businesses our and some notoriety especially after Covid, and town people attended, it was great, nice job. Thanks also to the Fire Company who also had a successful event and fundraiser. We have some speeding issues that we are still working on in town. If anyone has a complaint please address it formerly, you can email me or any member of council or call the office, posting on FaceBook will get you nothing, you need to contact us to get an official answer or response. Halloween trick or treat hours are Sunday, October 31 from 3pm to 8 pm. There will be two trunk or treat events in town, one by the Woodland Parent Teachers Association and one by Allied Autism that will be a sensory friendly trunk or treat. The Councilman will post the flyers on the borough FaceBook page and on the borough website. I will give the Chief my farewell next month! COUNCILMAN ROBENOLT – on behalf of the Fire Company thanks to all who came out to support our car show on Sunday. It was a nice turnout and we collected food which will be donated to Grace Bible Church food bank. We still have T-shirts for sale if anyone is interested. Volunteers did give out the scarecrows, pumpkins, and crafts. For anyone who is making a scarecrow for the contest, please return them Sunday between 11am – 3pm. They will be put up on Clements Bridge and judged and winners will be announced on FaceBook. Thank you. COUNCILMAN CERRITO – Fire Company did have a great event, it was successful. WE are excited to see the kids trick or treating this year and we will be out accompanied by our son, Mickey Mouse! Thank you COUNCILMAN DRUMM – as mentioned at caucus, Jim Arpino, Fire Alliance, is doing a great job. He is working with the state to clean up prior properties from before he worked here, that were missed. The state came to make sure they were being done, Jim and the other inspectors are doing a great job and will have the state one more time again in November. Our Covid 19 report, from October 9 to October 12, the county had 363 cases. Out of those cases, 100 were ages under 18 years old, the average age for those getting Covid is 34 years old; Barrington had on new case of the virus. COUNCIL PRESIDENT BEACH – please be aware that the Water Company will be working soon on the Tavistock side of town, there will be police there to advise where to go. Some kids walk to school and are out playing so please follow the signs and observe the speed limit. If you have any issues, please email Council President Beach or anyone else on council. We have a great leadership crew here. As Councilman Hanson said, putting complaints on FaceBook will not get you and answer. MAYOR HARRIS – reminded men and women to please get your mammogram, it could save your life. Parks are open and we are excited to have the kids but if you see debris or trash, please let us know or contact Public Works; they were at Wish Park this morning. Someone had spread fish tank rocks at the parks, please keep an eye on your kids and see what they are doing. The parks cost a lot of money and we don’t want to see them destroyed. Chief advised that mischief night is at 8pm curfew which goes from Oct 26-31. There were 5 deaths in Camden County over the weekend due to Covid. It is still active out there, there have been a lot of cases in the last 2 months. Camden County has also had 2 new West Nile Virus cases; there are 30 cases in New Jersey so please be careful, spraying will continue throughout the county. We have reports of speeding while taking the kids to school, limit in school zones is 15 mph, please protect our children and drive the limit. Thanks, council, for all you did this month and thanks to our Department Heads for their leadership, you do a great job and the Mayor respects and appreciates all of you.
