BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING JULY 12, 2022, at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Cerrito, Councilman Drumm, Councilman Hanson and Councilman Robenolt. Councilman Ludwig was absent with prior notice. Municipal Clerk Terry Shannon and Timothy Higgins, Solicitor, were also on the dais. APPROVAL OF MINUTES Council President Beach reported that council was provided with the minutes of the June 8, 2022, caucus meeting and the June 14, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Hanson, second by Beach, the minutes were approved by all members of Council present with Councilman Drumm abstaining from June 8 caucus meeting. COMMITTEE REPORTS The Municipal Clerk read a summary of the June 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for May, Construction, and Trash and Recycling. On a motion by Drumm, second by Hanson, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR INTRODUCTION ON FIRST READING: Ord. 1160 Amending Article III in Chapter 111, Taxation, in the Borough Code On a motion by Cerrito, second by Beach, the ordinances were approved on first reading with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes. These ordinances will be considered for adoption following proper notice and a public hearing to held during the August 9, 2022, council meeting. RESOLUTION CONSENT AGENDA The Municipal Clerk read the following resolutions to be approved by consent agenda: 7-2022-85 Appropriating Items of Revenue and Expense for Grants Received 7-2022-86 Adopting Technology Risk Management Standards in Compliance with the New Jersey Municipal Excess Liability Joint Insurance Fund’s Cyber Risk Management Plan’s Tier One, Tier Two and Tier Three Requirements 7-2022-87 Approving the July Bill List in the Total Amount of: $1,194,303.15 On a motion by Beach, second by Hanson, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes PUBLIC PORTION On a motion by Hanson, second by Cerrito, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to come forward and state your name for the record. Public comment is limited to five minutes per person. Seeing no comments from the public, on a motion by Hanson, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN HANSON – thanked Police, Ambulance, Fire and Fire Alliance and all involved with the Independence Day and fireworks festivities for their great job. Civic Assoc is hosting a movie at dusk in the Wish Park this Thursday, ELF for Christmas in July. National Night Out will be August 2nd from 6-8 pm at Wish Park and is hosted by the Police Department. Mayor advised that due to National Night Out caucus will be held on Wednesday, August 3. COUNCILMAN DRUMM – echoed what Councilman Hanson said thanking all emergency service personnel and a special thanks to Jim Arpino, our fire official, who was out all day and until the end, and back out at 6am the next day for first light check. We heard a lot of great comments about the parade and fireworks. Kudos to all who set up and participate in this event. Have a great summer. COUNCIL PRESIDENT BEACH – echoed what was previously said and thanked all emergency crews for their great job. He said kids love the parade and fireworks. Seniors have “make a craft day” from noon-pm and July 19 is the last day to sign up for the Spirit of Philadelphia bingo/Cruise. Contact Eileen or Meg at the borough to sign up. On July 20 from 5:30-8pm will be bingo night at the VFW/Memorial Senior Center; light refreshments will be served. Construction going on in town; Oak Av is being repaved, all residents should have been notified by letter. NJ American Water will notify by text, email or phone call and will hang door hangers up that Tavistock Blvd. Wayne Road, Oakwood Road, Chesterfield Road, Copley Road, Copley Place North and South, and Warwick Road from Mercer to Independence will be working for about two months starting this week or next week to replace water mains. COUNCILMAN ROBENOLT – nothing new to report COUNCILMAN CERRITO – parade and fireworks were great, as reported lots of residents said how great they were. The Councilman attended fireworks at a few larger towns and our were still top of the list. Thanks Police, Fire, EMS for another great job. The Green Team meeting will follow the council meeting tonight. MAYOR HARRIS – thanks to Fire, Police, EMS and Public Works; also, to Kyle and Jen and all involved with parade and fireworks. A lot of work goes into this, and it starts right a way to plan for next year. The seniors came to the Camden County Driving Range a few weeks ago. About fifteen attended and had a great time. They will come back again in the fall. Barrington was awarded the LEAP Challenge Grant with Haddonfield and Haddon Heights. This is huge for all three towns to look into services for EMS and Fire. Fire and EMS put lots of work into providing the information needed, Haddonfield is the lead on this grant and will keep us posted. Be careful tonight with the storm coming.
