BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING August 9, 2022, at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Cerrito, Councilman Hanson, and Councilman Robenolt. Council President Beach, Councilman Drumm and Councilman Ludwig were absent with prior notice. Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. PROCLAMATION Mayor Harris announced that we have a proclamation that will be presented by Councilman Hanson. Councilman Hanson read a proclamation congratulating the Barrington 12U Little League Team who had a great season and won the District 14 Champions. He read the names of the team members and coaches and they came to the front of the room for photos. RESOLUTION FOR APPROVAL 8-2022-88 Appointing Daniel Bowman as the Class III School Resource Officer On a motion by Hanson, second by Cerrito, the resolution was approved with the following poll vote: Cerrito-yes, Hanson-yes, Robenolt-yes. Officer Bowman was administered the Oath of Office by Mayor Harris. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the July 5, 2022, caucus meeting and the July 12, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Robenolt, second by Cerrito, the minutes were approved by all members of Council present. COMMITTEE REPORTS The Municipal Clerk read a summary of the July 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for June, Construction, and Trash and Recycling. On a motion by Hanson, second by Robenolt, the monthly reports were approved as submitted by all members of Council present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION The Clerk read the following by title: Ord. 1160 Amending Article III in Chapter 111, Taxation, in the Borough Code (establishes rules and regulations for payment of cannabis taxes to the Borough) On a motion by Hanson, second by Cerrito, the Ordinance was approved with the following poll vote: Cerrito-yes, Hanson-yes, Robenolt-yes On a motion by Hanson, second by Robenolt, the public hearing was opened. Seeing no comments from the public, on a motion by Hanson, second by Cerrito, the public hearing was closed. On a motion by Hanson, second by Cerrito, the ordinances were adopted with the following poll vote: Cerrito-yes, Hanson-yes, Robenolt-yes ORDINANCES FOR INTRODUCTION ON FIRST READING The Clerk read the following ordinances by title: Ord. 1161 Ordinance Amending Chapter 95, Property Maintenance, in the Borough Code (vacant property registration regulations) Ord. 1162 Amending Chapter 29, Police Department, in the Borough Code (lowers minimum age to 18 to match state statute) On a motion by Hanson, second by Cerrito, the ordinances were approved on first reading with the following poll vote: Cerrito-yes, Hanson-yes, Robenolt-yes. These ordinances will be considered for adoption following proper notice and a public hearing to held during the September 13, 2022, council meeting. RESOLUTION CONSENT AGENDA The Municipal Clerk read the following resolutions to be approved by consent agenda: 8-2022-89 Authorizing Renewal of the Liquor License Held by Ordell, LLC 8-2022-90 Authorizing a Shared Service Agreement with the Borough of Runnemede Relative to Emergency Medical Services 8-2022-91 Resolution of Agreement by and Between the Borough of Barrington and Sean foster Regarding Education Benefits 8-2022-92 Adding 2022 Tax Exemptions 8-2022-93 Deleting 2022 Tax Exemptions 8-2022-94 Approving the August Bill List in the Total Amount of: $4,769,668.36 8-2022-95 Resolution Granting Certain Service to Gary Hawkins Relative to His Length of Service with the Borough of Barrington On a motion by Hanson, second by Cerrito, the resolution consent agenda was approved with the following poll vote: Cerrito-yes, Hanson-yes, Robenolt-yes PUBLIC PORTION On a motion by Robenolt, second by Cerrito, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to come forward and state your name for the record. Public comment is limited to five minutes per person. Chief Minardi congratulated Dan Bowman and welcomed him back. He also thanked Mayor and Council and the School Board for getting the Class III approved, this will be a great addition. Seeing no further comments from the public, on a motion by Cerrito, second by Robenolt, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN HANSON – congratulated Officer Bowman saying it is great to have him back with the Barrington family. We know you will do great in the schools and all the kids in town love you. Movie night is this Thursday at Wish Upon a Star Park, movie is Harry Potter. Summer Nights is also at Wish Upon a Star Park on Wednesday, August 24 from 6-8pm. There will be tons of free stuff for the kids to do. Brews, Beats and Eats is Saturday, September 10 from 3pm to 10 pm behind Rosebud Academy (St. Francis) in the parking lot. Some senior events August 10 is make a craft day from noon to 3pm, next Wednesday is movie night at 7pm, please sign up with Eileen. Monday August 29 is Bingo at VFW/SRC, $1 per card at 1 pm, doors open at noon. Eileen is doing great work with our seniors, along with her assistant Megan and we thank them for all their hard work. COUNCILMAN CERRITO – thanked Officer Bowman. It is honorable, in the Councilman’s opinion, to come back after retirement and protect our community, especially the children. Thank you for taking on this role, it is important and needed. Congratulations to the 12 year old team. Green Team meeting after council and will discuss our community garden. COUNCILMAN ROBENOLT – congratulations to Dan, glad to have you back. Fire Co was on a call across town and power was out; lots of generators running. In one home the CO detector want off. The generator was new but the CO from the generator was being drawn into the resident’s home. If they had ignored the CO detector going off, it could have potentially not ended well. If you have a home generator the Councilman encourages you to run it for an extended amount of time to see if you are getting carbon monoxide into your home, and make sure you have a CO detector, the generator was outside so, please be cautious. The Councilman does not know if the problem would have even been caught with an inspection, so please run your generator and be aware. MAYOR HARRIS – congrats to the 12U Little League team, great job! Congrats Dan, thanks for coming back and protecting our children. Thanks to the School Board and the Police for stepping up with this forward thinking and being one of the first towns to put School Resource Officers in all of our schools. Lots of Civic Association events going on and lots of work goes into providing them, please attend and support. Thanks for National Night Out, it was a great time and looked forward to every year. Women’s Auxiliary for Little League is looking or volunteers, if you want to work snack stand you don’t have to have kids, just volunteer to help them out.
