BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING October 18, 2022, at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Deputy Municipal Clerk called roll of Council with the following in attendance: Council Councilman Cerrito, Councilman Drumm, Councilman Hanson, Councilman Ludwig, and Councilman Robenolt. Council President Beach was absent with prior notice. Mayor Harris, Deputy Municipal Clerk Denise Moules and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the September 6, 2022, caucus and closed session meeting and the September 13, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Hanson, second by Drumm, the minutes were approved by all council members present with Councilman Ludwig abstaining from September 6 caucus. COMMITTEE REPORTS The Deputy Municipal Clerk read a summary of the September 2022 monthly reports from the following departments: EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for September, Construction, and Trash and Recycling. On a motion by Hanson, second by Drumm, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION The Deputy Clerk read the following by title: Ord. 1163 Amending Chapter 48, Animals, in the Borough Code (removes permit for dog park) On a motion by Ludwig, second by Hanson, the ordinance was approved with the following poll vote: Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes On a motion by Hanson, second by Ludwig, the public hearing was opened. Seeing no comments from the public, on a motion by Hanson, second by Ludwig, the public hearing was closed. On a motion by Hanson, second by Ludwig, Ordinance 1163 was adopted with the following poll vote: Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes RESOLUTION CONSENT AGENDA The Deputy Municipal Clerk read the following resolutions to be approved by consent agenda: 10-2022-112 Resolution Setting the Hours for Trick or Treating 10-2022-113 Cancelling Outstanding Checks Drawn on the Court Accounts 10-2022-114 Authorizing an Advance to Carol Fultano and Mindy Berwick for the Harvest Festival 10-2022-115 Requesting Approval of Items of Revenue and Expense for Grants Received 10-2022-116 Authorizing a Payment Plan with the Camden County Municipal Joint Insurance Fund 10-2022-117 Approving the October Bill List in the Total Amount of: $1,271,732.79 On a motion by Cerrito, second by Drumm, the resolution consent agenda was approved with the following poll vote: Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes PUBLIC PORTION On a motion by Hanson, second by Ludwig, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, come forward and state your name for the record. Public comment is limited to five minutes per person. Seeing no comments from the public, on a motion by Ludwig, second by Hanson, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCILMAN LUDWIG – Great job on the Harvest Festival. Eagles are 6-0; Flyers are 1-0, Sixers are on at 7:30pm and Phillies at 8:30 pm – great sports going on. Please be careful driving with Halloween coming up and have a great holiday. COUNCILMAN CERRITO – Harvest Festival was a great success. Thanks to Police, Fire, EMS, Office, DPW and all involved putting this together, excellent job Kyle. Thanks to the Green Team for participating in the Harvest Festival. We presented our plans for the community garden and received about forty pledges from people passing by to be more green in town and recycle more in their own house and yard. Halloween is coming up so enjoy and watch for the kids going around, be careful driving. COUNCILMAN ROBENOLT – nothing tonight. COUNCILMAN DRUMM – thanks to Kyle Hanson and Mindy Berwick and all departments, Police, Fire, DPW, for their work on the Harvest Festival. Every year DPW has the street cleaned up and open by 7pm, great job! “Project Save” has been extended for three more years. From January through September fifty-four referrals have been given by our Police Department; this is in line with other departments; great job all. COUNCILMAN HANSON –thanks to Police, Fire, EMS, DPW, Mindy Berwick and the Fultano’ s for all they did working on the Harvest Festival. The Civic Association will have a Halloween movie night this Friday at the VFW/SRC at 7pm. “Trunk or Treat” will be held behind Woodland School on Friday, October 28th from 6-9pm and “Trick or Treat” on Halloween is 3-8pm. The Seniors are having a Halloween Luncheon and costume contest on October 31 from noon-3pm; also, a free pasta dinner hosted by the Democrat Club on Wednesday, November 2 from 5:30-7:30 pm, dinner, dessert, and entertainment. MAYOR HARRIS – thanks Kyle, Mindy, the Fultano’ s and entire recreation committee for an outstanding Harvest Festival, it was great to have it back again. Thanks to Police, Fire, EMS, Public Works, and Camden County OEM. 10,000 people come to our town, by the time its over you would ever know, lots of work goes into this event. They start planning again in January for next year, if you want to get involved, please see Councilman Hanson. Thanks to colleagues for an outstanding job. We are only in October, but all are strong leaders in everything they do. We all work together to be sure the town has all the services. No one gets to see all the work, calls and emails that go into making all this work because it is done so smoothly; all do a great job for the town. If you are doing work on your home, you must get a dumpster and a permit. You cannot put a dumpster on the street or in your driveway without a permit. This does not happen overnight; it is a process involving several departments. The speed limit throughout town is 25mph, please watch out for the kids. The community garden was spectacular, and it will be an amazing project, thank you. Go Phillies, Eagles, Flyers, and Sixers!
