BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING November 9, 2022, at 6:00 PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Council Councilman Cerrito, Councilman Drumm, Councilman Hanson, and Councilman Robenolt. Councilman Ludwig was absent with prior notice. Mayor Harris, Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes from the October18, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Drumm, second by Hanson, the minutes were approved by all council members present with Councilman Beach abstaining. COMMITTEE REPORTS The Municipal Clerk read a summary of the October 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for September, Construction, and Trash and Recycling. On a motion by Hanson, second by Beach, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR INTRODUCTION ON FIRST READING The Clerk read the following ordinances by title: Ord. 1164 Amending Chapter 59, Fire Prevention, in the Borough Code (permit & inspection fees) On a motion by Cerrito, second by Drumm, the ordinance was approved on first reading with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes This ordinance will be considered for adoption following proper notice and a public hearing to held during the December 13, 2022, council meeting. RESOLUTION CONSENT AGENDA The Municipal Clerk read the following resolutions to be approved by consent agenda: 11-2022-118 Authorizing 2022 Budget Transfers 11-2022-119 Adding a 2022 Tax Exemption 11-2022-120 Authorizing the Transfer of a Tax Sale Premium from the Trust Other Fund to the Current Fund 11-2022-121 Establishing and Implementing a Fair and Open Process for the Selection of Various Professional Service Providers for Calendar Year 2023 11-2022-122 Amending the Personnel Policy Handbook of the Borough of Barrington 11-2022-123 Accepting a Used Vehicle from the Borough of Runnemede 11-2022-124 Change Order No. 2, 2021 Road Improvement Program 11-2022-125 Approving the November Bill List in the Amount of $4,446,445.15 On a motion by Cerrito, second by Beach, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-no on Resolution 11-2022-122, yes on all others. PUBLIC PORTION On a motion by Hanson, second by Drumm, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. Maryann Perrino, 241 Trenton Ave – thanked Mayor & Council and the Chief for addressing the Third Ave problem. Mayor advised that the county came back with some suggestions and the Borough is working with the engineer to bring to light the suggestions to slow traffic; the Chief is having a speed study done. Line striping will also be done. Seeing no further comments from the public, on a motion by Hanson, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY MAYOR HARRIS –thanks to all for coming out, it’s great to have you participating and it makes our job better when we hear from you. Congratulations to Mike Beach and Wayne Robenolt on their successful campaign and win yesterday. We all work well together. It’s not always about agreeing but we work together for the betterment of the borough. Happy Thanksgiving don’t forget the Fire Parade on the Friday after Thanksgiving when Santa will arrive. We will also have the tree lighting, a great time in town. The kids are off school this week so be on the lookout for them. Thanks Fire and Police for an outstanding job in rescuing a woman from a fire last week. Always call 911 if you see something. COUNCILMAN HANSON – the Mayor said everything I was going to say! Congratulations Wayne and Mike on you re-election to council. Thanks to the Fire, Police and the two “good Samaritans” who helped save a woman from the house fire, excellent job by all on scene. Our Fire Holiday Parade is Friday, November 25, starting with the Tree Lighting and maybe a craft for the kids prior to the parade. The Civic Association “Giving Tree” project started. There are trees with tags at the Borough Hall and the Rite Aid Drug Store, each tag is specific to local children in the area who are in need. Mayor Harris added that if anyone from the borough wants to get involved with the Civic Association or Recreation Committee, please contact Kyle. COUNCILMAN DRUMM – congratulations Wayne and Mike on your victories, looking forward to continue working with you going forward. Nice job with Fire, Police and all involved with the house fire on Shreve Ave. Wish everybody Happy Thanksgiving, enjoy your families. COUNCIL PRESIDENT BEACH – congratulations to Wayne on his victory. Police and Fire, great job to all involved in the house fire. If you know anyone looking for part time seasonal work, Public Works is hiring. Barrington Seniors will be making blankets for foster children on Monday, November 14, from noon to 3 pm, casino trip is November 16, Christmas craft is November 30, Christmas Party is at Auletto’s Caterers on December 2 and a bus trip to the Governor’s Mansion in Princeton is December 8. There is a lot going on and seniors are having lots of fun, so reach to Eileen and Meg for more information. COUNCILMAN ROBENOLT – thanks all for coming out tonight. Mike Beach, congratulations on your re-election. The Fire Company is having a Pancake Breakfast this Saturday, beginning at 9 am; check their Facebook page for more information. COUNCILMAN CERRITO – congratulations Mike and Wayne on your re-election, it will be great to serve with you again. Our Green Team meeting will follow this meeting tonight. Thank you to our First Responders. Hope all have a nice Thanksgiving. Mayor added that is anyone is interested in getting involved in town, the Green Team is working on a “Community Garden” which will be amazing. If you want to get involved, please reach out to Vince. COUNCILMAN HANSON – added that the Police Department is still doing “No Shave November”. So far they have raised about $1,000 for the Ronald McDonald House.
