BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING DECEMBER 13, 2022, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Council President Beach, Councilman Drumm, Councilman Hanson. Councilman Robenolt has not yet arrived. Councilman Cerrito and Councilman Ludwig were absent with prior notice. Mayor Harris, Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the October 4, 2022, and November 1, 2022, caucus meetings and November 9, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Beach, second by Hanson, the minutes were approved by all council members present with Councilman Drumm abstaining on the November caucus minutes. COMMITTEE REPORTS The Municipal Clerk read a summary of the November 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for October, Construction, and Trash and Recycling. On a motion by Hanson, second by Beach, the monthly reports were approved as submitted by all council members present. ORDINANCE FOR PUBLIC HEARING AND ADOPTION The Municipal Clerk read the following ordinance by title: Ord. 1164 Amending Chapter 59, Fire Prevention, in the Borough Code (permit & inspection fees) On a motion by Hanson, second by Drumm, the ordinance was approved with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes. On a motion by Hanson, second by Beach, the public hearing was opened. Seeing no comments from the public, on a motion by Hanson, second by Beach, the public hearing was closed. On a motion by Hanson, second by Beach, the ordinance was adopted with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes RESOLUTION CONSENT AGENDA The Municipal Clerk read the following resolutions to be approved by consent agenda: 12-2022-127 Authorizing 2022 Budget Transfers 12-2022-128 Authorizing Contracts with Certain approved State Contract Vendors 12-2022-129 Authorizing a Salary for the Position of Ambulance Chief 12-2022-130 Cancelling 2022 Budget Appropriations with Unexpended Balances 12-2022-131 Requesting Approval of Items of Revenue and Expense for Grants Received 12-2022-132 Refund of a Tax Payment to a Mortgage Company 12-2022-133 Setting the Dates for the Annual Reorganization and January Regular Meetings 12-2022-134 Authorizing Local Support for Hyze Cannabis, LLC, for its Class 5 Cannabis Retailer Business License Application to the NJ Cannabis Regulatory Commission 12-2022-135 Approving the December Bill List in the Amount of $750,339.12 12-2022-136 Authorizing a Refund of a Street Opening Escrow Deposit On a motion by Drumm, second by Beach, the resolution consent agenda was approved with the following poll vote: Beach-yes, Drumm-yes, Hanson-yes COMMENTS FROM MEMBERS OF THE GOVERNING BODY MAYOR HARRIS – tonight is the Avon School Chorus Holiday Program at Avon School. The Mayor will attend to represent the town and to see her grandchildren. She will leave the meeting very quickly. Happy Holidays, Merry Christmas, be safe and have a Happy New Year. Will see you all in 2023. COUNCIL PRESIDENT BEACH – thanked all the employees, volunteers, supervisors, and Governing Body for a great year. Enjoy your holidays and stay safe. COUNCILMAN DRUMM – thanks employees and leadership, it has been amazing. It’s nice to see all the departments working great. Thanks to Mayor & Council for another great year, looking forward to continuing the relationship next year. Have a great holiday. COUNCILMAN HANSON – Police are having the “12 Days of Christmas” decorating contest” and awarding random homes and apartments in town, the officers on shift are awarding from now until Christmas Eve. Next week we are having a Senior Dinner sponsored by Mayor & Council, home delivery on Wednesday the 21st. To sign up please call the borough and speak with Eileen. Echoed what Mayor & Council said, thanks to all Borough staff, Department Heads and residents for another wonderful year. Happy Holidays. Mayor Harris thanked all staff and volunteers. Sunday is the Holly Jolly Trolley at 4:30 pm at Woodland School; also the Fire Department will be going around delivering candy canes and later in the afternoon driving around with Santa. Lots going on in town! PUBLIC PORTION On a motion by Drumm, second by Beach, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to come forward and state your name for the record. Public comment is limited to five minutes per person. Diane Schreyer, 212 S. Nassau - thanks to all of council, the employees, and volunteers for a good year. And happy holidays to all. Seeing no further comments from the public, on a motion by Hanson, second by Beach, the public portion of the meeting was closed.
