BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING January 10, 2023, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER Mayor Harris called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Cerrito, Councilman Drumm, Council President Hanson, Councilman Ludwig and Councilman Robenolt. Councilman Beach is absent due to illness. Mayor Harris, Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the December 6, 2022, caucus meeting and closed session and December 13, 2022, council meeting and asked if there were any corrections or abstentions. On a motion by Ludwig, second by Drumm the minutes were approved by all council members present. COMMITTEE REPORTS The Municipal Clerk read a summary of the December 2022 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator report for November, Construction, and Trash and Recycling. On a motion by Ludwig, second by Hanson, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR INTRODUCTION ON FIRST READING The Clerk read the following ordinances by title: Ord. 1165 Amending Article I in Chapter 128, Zoning, in the Borough Code Ord. 1166 Fixing the Compensation of Certain Employees of the Borough of Barrington Covered by the AFSCME, Council 63, Local 3528, Contract Ord. 1167 Adding Article IV, Tax Abatements for Commercial and Industrial Structures, to Chapter 111, Taxation, in the Borough Code On a motion by Ludwig, second by Hanson, the ordinances were approved on first reading with the following poll vote: Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes These ordinances will be considered for adoption following proper notice and a public hearing to held during the February 14, 2023, council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 1-2023-18 Designating Deputy Records Custodians 1-2023-19 Appointing the Construction Official/Building Inspector and Plumbing Sub-Code Inspector to Four Year Terms 1-2023-20 Authorizing Renewal of the Shared Service Agreement for the Barrington Regional Fire Alliance 1-2023-21 Authorizing Renewal of the Shared Service Agreement with Camden County Relative to Project Save 1-2023-22 Approving a Contract with AFSCME Council #63, Local #3528, Relative to Certain Public Works and Clerical Employees and Authorizing the Execution of all Documents Necessary to Implement Said Contract 1-2023-23 Authorizing Signing of the Shared Service Agreement with Mount Ephraim Relative to Municipal Clerk Services for Mount Ephraim 1-2023-24 Authorizing the Tax Assessor to File, Stipulate and Settle Both Regular and Added/Omitted Tax Appeals and Roll Back Tax Complaints for 2023 1-2023-25 Approving the Application of 50 Clements Bridge Road Properties, LLC, for a Tax Abatement Pursuant to NJSA 40A:20-1 Et Seq., and Chapter 111 of the Borough Code 1-2023-26 Referring Certain Matters to the Barrington Planning Board for Recommendations and Review Pursuant to NJSA 40:55D-26 et seq. 1-2023-27 Authorizing Liens Against Certain Properties for Costs Incurred by the Borough of Barrington in Accordance with the Property Maintenance Code 1-2023-28 Approving the January Bill List in the total amount of: $803,277.80. On a motion by Ludwig, second by Hanson, the resolution consent agenda was approved with the following poll vote: Cerrito-yes, Drumm-yes, Hanson-yes, Ludwig-yes, Robenolt-yes PUBLIC PORTION On a motion by Hanson, second by Drumm, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions to come forward and state your name for the record. Public comment is limited to five minutes per person. Debbie Veit, 909 Lenton Ave – asked about recognizing retiring Mail Carrier “AJ” at a council meeting. She was advised that Clerk Shannon has spoken with his son, and he will be recognized at the February council meeting. Seeing no further comments from the public, on a motion by Ludwig, second by Cerrito, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCIL PRESIDENT HANSON – Barrington Glow Skate Party will be held at Cooper River Winterfest Ice Skating Rink on January 25, from 6-8pm. It is free to Barrington residents. COUNCILMAN DRUMM – nothing to report, but thank you all for coming out tonight. COUNCILMAN LUDWIG – nothing to report, but thank you to Eileen for the Eagles napkin that is holding my bottle of water, a very thoughtful gift! COUNCILMAN CERRITO – nothing to report. COUNCILMAN ROBENOLT - nothing to report. MAYOR HARRIS – reminder that the most affective way to get messages to Mayor & Council is not through social media but email us or call Eileen in the office and she will get the message to us. We do not monitor social media run by residents or respond because we would need to check to be sure it is factual and true. If you have a complaint about someone or something, please contact us so we can respond with correct information. Mayor believes that everyone from the Police to the Office Staff are working hard and would address every issue that they see and need to address. The Mayor has a meeting tomorrow with the county engineer and the county public works to discuss Clements Bridge Road crosswalks. It is a county road but we are in charge of enforcing traffic on that road. Our police are out enforcing the law and I give them the utmost respect. 15 of them cover our schools, all the roads and crossing guards when a guard calls out sick. Please be respectful and don’t write on social media that they are not doing their job.
