BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING June 13, 2023, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER The Mayor called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Municipal Clerk called roll of Council with the following in attendance: Councilman Beach, Councilman Cerrito, Councilman Drumm, Council President Hanson, and Councilman Robenolt. Councilman Ludwig was absent. Municipal Clerk Terry Shannon and Solicitor, Timothy Higgins, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the May 2, 2023, caucus and the May 9, 2023, council meetings and asked if there were any corrections or abstentions. On a motion by Councilman Beach, second by Councilman Hanson, the minutes were approved by all council members present with the exception of Councilman Drumm who abstained on council minutes. PROCLAMATIONS June as Men’s Health Month as proclaimed by Council President Hanson COMMITTEE REPORTS The Municipal Clerk read a summary of the May 2023 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator for April, Construction, and Trash and Recycling. On a motion by Hanson, second by Cerrito, the monthly reports were approved as submitted by all council members present. PRESENTATION TO HIGH SCHOOL SENIORS ENTERING MILITARY SERVICE: Certificates of Recognition for Haddon Heights High School graduates, Dominic Sheets and Elena Bovell, were presented to the students by Councilman Cerrito. They are both entering military service after graduation and they were commended for this by all members of council. ORDINANCES FOR PUBLIC HEARING AND ADOPTION The Municipal Clerk read the following ordinances by title: Ord. 1172 Bond Ordinance Authorizing the Completion of Various Capital Improvements and Acquisition of Various Capital Equipment in and for the Borough of Barrington;  County of Camden, NJ; Appropriating the Sum of $699,000 Therefor; Authorizing the Issuance of General Obligation Bonds or Bond Anticipation Notes of the Borough of Barrington in the Aggregate Principal Amount of up to $670,050, Making Certain Determinations and Covenants; and Authorizing Certain Related Actions in Connection with the Foregoing Ord. 1173 Amending Chapter 58, Fees, in the Code of the Borough of Barrington (summer recreation program fees and fee for permit to carry a handgun) On a motion by Hanson, second by Drumm, the ordinances were approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes On a motion by Drumm, second by Beach, the public hearing on these ordinances was opened. Seeing no comments from the public, on a motion by Drumm, second by Beach, the public hearing was closed. On a motion by Hanson, second by Drumm, Ordinances 1172 and 1173 were adopted with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes ORDINANCES FOR INTRODUCTION ON FIRST READING The Clerk read the following ordinance by title: Ord. 1174 Tree Removal-Replacement Ordinance Ord. 1175 Privately Owned Salt Storage Ordinance Ord. 1176 Ordinance to Repeal Chapter 60, Flood Damage Prevention; to Adopt a New Chapter 60, Flood Damage Prevention, to Adopt Flood Hazard Maps; to Designate a Floodplain Administrator; and Providing for Severability and an Effective Date On a motion by Hanson, second by Drumm, the ordinances were approved on first reading with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes These ordinances will be considered for adoption following proper notice and a public hearing to be held during the July 11, 2023, council meeting. RESOLUTION CONSENT AGENDA The Clerk read the following resolutions to be approved by consent agenda: 6-2023-70 Cancelling Grant Balances 6-2023-71 Requesting Approval of Items of Revenue and Expense for Grants Received 6-2023-72 Authorizing Renewal of Plenary Retail Consumption and Distribution Licenses 6-2023-73 Approval to Submit a Grant Application and Execute a Grant Agreement with the NJDOT for Roadway Improvements to Austin Avenue, Phase 4 6-2023-74 Change Order No. 2-Final, Reconstruction of Austin Avenue, Phase 1 6-2023-75 Authorizing Execution of an Agreement with the NJDOT for the Transportation Route 30, A.D.A. South, Contract 4, Improvements 6-2023-76 Approving a Contract with Hart Halsey, LLC, d/b/a Extra Duty Solutions 6-2023-77 Approving the June Bill List in the Total Amount of: $987,958.01 On a motion by Robenolt, second by Hanson, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Drumm-yes, Hanson-yes, Robenolt-yes PUBLIC PORTION On a motion by Hanson, second by Beach, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. Alex Beyer from Lawrence Avenue - is the one-way sign at Clements Bridge Rd and Lawrence Ave still needed? He also had a question regarding E-waste pickup. Samanatha was on vacation and he was advised to put E-waste next to his regular trash for special pickup but the item was collected with regular pickup. Maybe we should consider changing the E-waste collection day. Department of Public Works Superintendent, Mike Ciocco, said most E-waste is to be taken to DPW site by appointment, DPW usually only picks up TV’s. The trash collectors were confused and made and error. With reference to the one-way on Lawrence Avenue, Mayor Harris advised that we will speak with our engineer about the one-way sign. Camie Bradley – advised that she spoke with Council President Hanson in November about ongoing issue with people not stopping at stop sign on Beaver and Barr Drives, this is a problem. Camie would like speed bumps if possible. What is the solution? Police Chief Minardi and Council President Hanson will speak with Camie after the meeting tonight. Not going to talk police strategy in front of everyone. Brittany Beyer – thanked the Department of Public Works for quickly fixing the cement steps at softball which were a tripping hazard. Police Chief Minardi – thanked Mayor and Council and the school board for getting the school resource officers this year. Both schools raved about the officers in their building, parents are also very pleased. Good job by Dan Bowman and Ken Lampe Seeing no further comments from the public, on a motion by Hanson, second by Drumm, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCIL PRESIDENT HANSON – was not a caucus last month so wanted to thank all involved in and attended our Memorial Day services. Special thanks to our speaker Air National Guard Staff Sargeant Gianna DeVivo who is a town resident. Thanks, Green Team for the Community Garden and thanks Kate Bowen, JuJu Ruff, Melanie Mercado, and Audubon Mayor Rob Jakubowski for the Pride event. Sundae Sunday with the Civic Association and the Green Team was a great success, thanks to all who helped and attended. Independence Day parade will be Monday, July 3 beginning at 6pm, fireworks at dusk. COUNCILMAN DRUMM – the Green Team Garden is wonderful, great job all. Thanks, JuJu Ruff, and Kate Bowen for Pride night. The kids are getting out and about so please pay attention and slow down. COUNCILMAN BEACH – thanks Kate and JuJu for the Pride event, it was a great event and lots of fun. Thanks, DPW for all they do every day including the roads, buildings, and the ballfields. The kids are out, all streets around town are 25mph, please pay attention, watch for the kids, and use the crosswalks. MAYOR HARRIS – thanks, JuJu, and Kate, lots of fun at the event. Sorry to have missed the Community Garden Grand Opening and the Memorial Day services, I was out of town. Congratulations to the Haddon Heights softball team for being state champions and Haddon Heights track team who are Group II Champions. Former Police Chief, Mayor and Councilman Tom Page was honored as the Hometown Hero by the Woodland School graduation class, his name and information was given by Avery Baus. Looking forward to the July parade and fireworks, we are one of the only towns who continues with the tradition, Thanks to our Police Chief and SRO’s, Ken and Dan, we know how important this is. COUNCILMAN ROBENOLT – have a safe and joyful summer. As you are out and about watch for the kids. COUNCILMAN CERRITO – June 3 was the Grand Opening of the Community Garden; thanks to all our sponsors and Green Team members who donated their time an effort to this project. It was a big project, and I am very proud of all of them, especially as we build our team. Special thank you to our Public Works Department for all their hard work, the garden would not have been possible without them. specific thank you to Superintendent Mike Ciocco, Foreman Ken Broome, Rich Constantino, Shawn Foster, Shawn Murray, Mike Broom, Frank D’Intino, Sam Egnatuk, Jeff Fultano and Ken Weber, their efforts are sincerely appreciated. Diane Schreyer, asked to speak very quickly and asked for a reminder that parents and children/teenagers will refrain from throwing flares over the holiday celebration. They are dangerous and can start a fire on our lawns.
