BOROUGH OF BARRINGTON MINUTES OF MONTHLY COUNCIL MEETING July 11, 2023, 6:00PM COUNCIL ROOM AT MUNICIPAL BUILDING A regular monthly Council Meeting of the Borough of Barrington was held with Mayor Harris presiding. CALL TO ORDER The Mayor called the meeting to order with the following statement: "This meeting is held in compliance with Chapter 231 of the open public meetings act of 1975 and appropriate notice has been given. Notice of the meeting was filed with the Retrospect and Courier Post and is also posted in the main office of the Borough Clerk where notices are primarily kept. She then led everyone present in the Pledge of Allegiance. ROLL CALL The Deputy Municipal Clerk called roll of Council with the following in attendance: Councilman Beach, Councilman Cerrito, Council President Hanson, and Councilman Robenolt. Councilman Drumm and Councilman Ludwig were absent with prior notice. Deputy Municipal Clerk Denise Moules and Solicitor, David Capozzi, were also on the dais. APPROVAL OF MINUTES Mayor Harris reported that council was provided with the minutes of the June 7, 2023, caucus and the June 13, 2023, council meetings and asked if there were any corrections or abstentions. On a motion by Beach, second by Hanson, the minutes were approved by all council members present. PROCLAMATION: Councilman Cerrito presented a proclamation to Janice and Dennis Bantle. Janice and Dennis are donating a gazebo to the Bountiful Community Garden in the name of both of their parents who were long time residents of Barrington, the Bantle’s and the Baumhaurer’s. COMMITTEE REPORTS The Deputy Municipal Clerk read a summary of the June 2023 monthly reports from the following departments: Police, Fire, EMS/Ambulance, Regional Fire Alliance, Tax & Sewer Collector, Court Administrator for May, Construction, and Trash and Recycling. On a motion by Hanson, second by Cerrito, the monthly reports were approved as submitted by all council members present. ORDINANCES FOR PUBLIC HEARING AND ADOPTION The Mayor read the following ordinances by title: Ord. 1175 Adding Article XIII, Storage of Salt and De-Icing Materials, to Chapter 104, Stormwater Management, in the Code of the Borough of Barrington Ord. 1176 Ordinance to Repeal Chapter 60, Flood Damage Prevention; to Adopt a New Chapter 60, Flood Damage Prevention, to Adopt Flood Hazard Maps; to Designate a Floodplain Administrator; and Providing for Severability and an Effective Date On a motion by Cerrito, second by Beach, the ordinances were approved with the following poll vote: Beach-yes, Cerrito-yes, Hanson-yes, Robenolt-yes On a motion by Robenolt second by Hanson the public hearing on these ordinances was opened. Seeing no comments from the public, on a motion by Hanson second by Cerrito, the public hearing was closed. On a motion by Hanson, second by Beach, Ordinances 1175 and 1176 were adopted with the following poll vote: Beach-yes, Cerrito-yes, Hanson-yes, Robenolt-yes **Note--Ordinance 1174, Tree Removal-Replacement ordinance, introduced at the June 13 council meeting, will be considered for adoption following proper notice and a public hearing to be held during the August 8 council meeting. RESOLUTION CONSENT AGENDA The Deputy Clerk read the following resolutions to be approved by consent agenda: 7-2023-78 Authorizing Second Amendment to the Shared Services Agreement with the Borough of Runnemede, Relative to Emergency Medical Services 7-2023-79 Requesting Approval of Items of Revenue and Expense for Grants Received 7-2023-80 Resolution Rescinding Prior Resolution 6-2023-70 7-2023-81 Resolution Permitting Open Containers During the 2023 Barrington Harvest Festival 7-2023-82 Authorizing an Agreement with Pennoni for GIS Implementation Services 7-2023-83 Approving the July Bill List in the Total Amount of: $1,351,550.76 On a motion by Hanson, second by Cerrito, the resolution consent agenda was approved with the following poll vote: Beach-yes, Cerrito-yes, Hanson-yes, Robenolt-yes on all except 7-2023- 81, on which he voted no. PUBLIC PORTION On a motion by Hanson, second by Beach, the public portion of the meeting was opened. Mayor Harris advised that if you have comments or questions, please come forward and state your name for the record. Public comment is limited to five minutes per person. Jennifer Milligan congratulated and thanked the Bantle’s for their donation of the gazebo. Diane Schreyer asked for Councilman Robenolt’s reply to the resolutions as she did not hear him. The Mayor advised that the Councilman voted yes on all resolutions except 7-2023-81 which was a no vote. Seeing no further comments from the public, on a motion by Hanson, second by Beach, the public portion of the meeting was closed. COMMENTS FROM MEMBERS OF THE GOVERNING BODY COUNCIL PRESIDENT HANSON – thanks all departments and participants for the successful Independence Day parade and fireworks. National Night Out with the Police is Tuesday, August 1., 6-8pm, lot of events are planned for the evening. Due to NNO our August caucus meeting will be held on Wednesday, August 2. Congratulations and thank you to the Bantle’s for their donation. COUNCILMAN BEACH – the seniors’ bus is operational again beginning July 25, pick up at Mews or reach Meg or Eileen for home pickup. Thanks all first r3sp for July parade and firework and storm help, all went well. All the work DPW did on storm drain work over past few years worked very well, thank you for your hard work, it really showed after this last storm. Thank you to the Bantle’s for their gazebo donation and work with the Green Team, the Green Team is doing a great job. COUNCILMAN CERRITO – thanks to Janice and Dennis, you have been a valuable asset to the Green Team and in the community for a long time. Honored tonight to present you with the proclamation. Thanks to the entire Green Team. Thanks to all departments and staff for a great job all around. COUNCILMAN ROBENOLT – thanked the Bantle’s for their generous donation. MAYOR HARRIS – thanks Janice and Dennis for your gazebo donation and for being a great part of our community all these years The Green Team is doing a great job and work in town, thank you Vince for spearheading this group. Thanks Kyle Hanson and his volunteers for the great parade and fireworks and to all public safety and departments. It is stressful when there is bad weather as the fireworks has to be called to shoot off or not must be made twenty-four hours before the event. Our Department of Public Works helped Haddon Heights and Haddonfield borough after the storm. Haddonfield did not fare well and had lots of damage in their towns. We offered assistance to those towns and Barrington, Collingswood, Runnemede, Bellmawr, and multiple towns came together and assisted our neighbors so they would be safe, we appreciate DPW and their hard work and assistance. Baseball and Softball are still being played in the districts, please support them. Simply Station in Haddon Heights is now selling the “Peace, Love and Pickles sandwiches.” Sandwiches are carb free and amazing. Glad to hear the senior bus is up and running again., now Eileen has her bus back! Have a safe and happy evening. Hope to see you at National Night Out. Kyle and Mayor Harris attended a press conference in Haddonfield to support their Police Department who received a grant of $5 million dollars to have their own building instead of the basement of the Municipal Building. Thanks Barrington Chief Mike Minardi for attending and again supporting our Haddonfield neighbors.
