1. Call to order the business meeting of the Bartlesville City Council by Mayor Gorman.
2. Roll Call and Establishment of a Quorum.
3. Invocation provided by Fr. Sean Ekberg, Curate, St. Luke’s Episcopal Church.
4. Discuss and take action to appoint a City Council Representative for Ward 4. Presented by Mayor
Gorman.
5. Administer the Oath of Office to the newly appointed City Council Representative for Ward 4 by Jerry
Maddux, City Attorney.
6. Citizens to be heard.
7. City Council Announcements and Proclamations.
Recognition of City of Bartlesville Neighborhood Services Supervisor Larry Silver who recently received
the State of Oklahoma Code Enforcement Officer of the Year Award.

9. Consent Docket
a. Approval of Minutes
i. Special Meeting Minutes of February 22, 2016.
b. Approval of Appointment, Reappointments and Ratifications on Authorities, Boards,
Commissions, and Committees.
i. Reappointment of Mr. Todd Mathes, Mr. Mike Dunlap, Mr. Preston Birk, and Mr. Lindel Fields to
additional one year terms on the Tax Incentive District Review Committee.
ii. Appointment of Mr. Alan Bretz to a one year term on the Tax Incentive District Review Committee.
c. Approval of Contracts and Agreements
i. Three License Agreements between ProQuest and the Bartlesville Public Library to purchase
newspaper archives, two in the amount of $1,081.00 and one in the amount of $1,286.02.
ii. Agreement between OK Mozart and the Bartlesville Area History Museum for program advertising
in the amount of $199.00.
d. Approval of Oklahoma Municipal Assurance Group (OMAG) Nomination
i. Approve the nomination of Michael Bailey to an additional term on the OMAG Board of Trustees
and authorize the Mayor to sign the appropriate forms.
e. Receipt of Financials
i. For the six months ended December 31, 2015.
10. Discuss and take action on a recommendation from the Bartlesville Development Authority for
conveyance of up to ten (10) acres of land and infrastructure extension (not to exceed $100,000) in the
Bartlesville Industrial Park to Oklahoma Natural Gas (ONG) for construction of a new 15,000 square foot
service center. Presented by David Wood, President, Bartlesville Development Authority.
11. Discuss and take action to approve a resolution declaring the intent of the Bartlesville City Council to
consider the designation of a portion of the City as a “Statutory Reinvestment Area” and to consider
creation of a related “Tax Increment District” pursuant to Oklahoma Law; directing the Review Committee
to consider proposed project plans and to make any findings and recommendations required by law;
directing preparation of a project plan; authorizing staff to take additional action; directing the Planning
Commission of the city of Bartlesville to consider proposed project plans and make any
recommendations required by law; and containing other provisions relating thereto. Presented by Lisa R.
Beeman, Director of Community Development.
12. Discuss and take action on an appeal filed by property owner Ashley Doggett and potential buyer, Daniel
Beltz, on a dilapidated structure located at 1515 SW Oak Avenue, Bartlesville, Oklahoma. Presented by
Larry Silver, Supervisor, Neighborhood Services.
13. Discuss and take action to approve the Agreement between the City of Bartlesville and the Bartlesville
Professional Fire Fighters Local 200, Bargaining Agent, International Association of Fire Fighters for
Fiscal Year 2015-2016. Presented by Jerry Maddux, City Attorney.
