1. Call to order the business meeting of the Bartlesville City Council by Mayor Copeland.
2. Roll call and establishment of a quorum.

• Letter of Commendation and Life Saving Award presented to Officer Cody Loyd by
Police Chief Tracy Roles.
• Life Saving Award presented to Officers Michael Coates and Billy McCall by Police
Chief Tracy Roles.
• Meritorious Conduct Award presented to Officer Sierra Compton by Police Chief Tracy
Roles.
• Proclamation for Bartlesville Employer Support of the Guard and Reserve Week –
August 15-21, 2021. Presented by Mayor Copeland.
• Proclamation for Run the Streets Day – August 14, 2021. Presented by Councilmember

a. Approval of Minutes
i. The Regular Meeting Minutes of July 6, 2021.

b. Approval of Agreements, Contracts, Leases, and Memorandums of
Understanding
i. LSTA Terms and Conditions Agreement for federally funded grants issued by the
Oklahoma Department of Libraries.
ii. Contract between the City of Bartlesville/Bartlesville Public Library Literacy Services
and the Oklahoma Department of Libraries that will provide the salary for the
Literacy Assistant Position.
iii. Lease between Apple Studios and the City of Bartlesville extending the leasing of
Hangar 7 beginning August 16, 2021 through approximately September 17, 2021
(subject to change due to production exigencies).
iv. Memorandum of Understanding between the City of Bartlesville and Churches
United for Community CONCERN, Inc. setting out the roles and responsibilities for
implementing the 2021 CDBG-Coronavirus Relief Program Grant.
v. Lease between the City of Bartlesville and R.K. Black, Inc. for a printer/coper for the
Bartlesville Municipal Airport.
vi. Lease amendment between the City of Bartlesville and Washington County for
additional space on the 4th floor of City Hall and changing their terms to a fiscal year.
vii. Approval of the 309-311 South Dewey Avenue HUD Hope VI Main Street Grant
Redevelopment Agreement.
c. Receipt of Financials
i. Interim Financials for the twelve months ending June 30, 2021.
8. A public hearing on and possible action to adopt an Ordinance annexing a 10-acre,
more or less, tract of land legally described as the Southeast Quarter of the Northeast
Quarter of the Southwest Quarter of Section 5, Township 26 North, Range 13 East of
the Indian Base Line and Meridian, Washington County, Oklahoma, located in the
northeast corner of the Price Fields Sports Complex. Presented by Greg Collins,
Assistant Director of Community Development.
9. Discuss and take possible action to adopt an amendment to City of Bartlesville
Ordinance Chapter 19, Article XI, adding Section 423 prohibiting use of compression
braking or Jake brakes within the City of Bartlesville. Presented by Deputy Police
Chief Rocky Bevard.
10. Discuss and take possible action on Request for FAA Approval of Agreement for
Transfer of Entitlements. Presented by Micah Siemers, Director of Engineering.
11. Discuss and take possible action to enter into a five year contract between the City of
Bartlesville and Phillips 66 to continue the Phillips 66 Aviation branding for the
Bartlesville Municipal Airport providing Aviation Fuels (Jet and Avgas) for resale to the
public. Presented by Mike Richardson, Airport Director, Bartlesville Municipal Airport.
12. Presentation of a periodic report on the status of Collective Bargaining and
Outstanding Grievances between the City of Bartlesville and Bartlesville Fraternal
Order of Police, Lodge 117 and the City of Bartlesville and the Bartlesville
Professional Firefighters, Local 200, with possible action to enter into an executive
session to discuss outstanding grievances and/or ongoing collective bargaining
agreement negotiations pursuant to 25 O.S., Sec. 307(B). Presented by Jess Kane, City
Attorney.

City Attorney, or back to a committee or other recommending body. Under certain circumstance, items are deferred to a specific later date or
stricken from the agenda entirely. Agenda items requiring a public hearing as required by law will be so noted. The City Council may at their
discretion change the order of the business agenda items. City of Bartlesville Encourages participation from all its citizens. If participation at any
public meeting is not possible due to a disability, notification to the city Clerk at least one working day prior to the scheduled meeting is
encouraged to make the necessary accommodations. The City may waive this rule if signing is not the necessary accommodation.
