Consent Docket a. Approval of Minutes i. The Regular Meeting Minutes of June 6, 2016. b. Appointment, Reappointments and Ratifications on Authorities, Boards, Commissions, and Committees. i. Appointment of Ms. Lorelie Ahlert and Mr. Tom Mardis to serve a three year terms on the White Rose Cemetery at the recommendation of Mayor Gorman. ii. Appointment of Ms. Vicki Stewart to a three year term on the Bartlesville Area History Museum Trust Authority at the recommendation of Dr. Callahan. iii. Ratification of the reappointment of Lori Roll as Trustee on the Bartlesville Development Authority for an additional three year term at the recommendation of Mayor Gorman. iv. Ratification of Bartlesville Development Authority officers for FY 2017: Bob Fraser, Chairman, Lori Roll, Secretary and Ford Drummond as Treasurer at the recommendation of Mayor Gorman. c. Approval of Agreement i. Approval of a Professional E-Rate Management & OUSF compliance service Fee Schedule between the Bartlesville Public Library and Kellogg and Sovereign Consulting, LLC for FY 2017 for completing, posting and filing all e-rate forms, funded by Federal and State funds for e-rate services. ii. Approval of an Agreement between the Bartlesville Public Library and the Oklahoma Humanities Council that stipulates conditions applying to a grant made by the Oklahoma Humanities Council under its grant from the National Endowment for the Humanities, which will be used to pay for university scholars to present reviews of selected titles as part of programs at the Bartlesville Public Library. d. Approval of Purchase of Real Estate i. Approval of a Real Estate Contract to purchase 15.41 Acres. East of MJ Lee Lake in the amount of $25,000.  e. Approval of Final Plat i. Approval of final plat of Bartlesville Industrial Park, Section IV. f. Approval of Assignment of Lease i. Approval of Assignment of Lease for Security Purposes regarding a ground lease between the City of Bartlesville and Timothy J. and Yolanda Houder at the Bartlesville Municipal Airport. g. Receipt of Bids i. Bid No. 2015-2016-024 for White Rose Cemetery Fencing. ii. Bid No. 2015-2016-026 for the Johnstone Pavilion Phase II. 7. Discuss and take action to award Bid No. 2015-2016-021R for Library Interior Painting. Presented by Mr. Kane. 8. Discuss and take action to award Bid No. 2015-2016-024 for White Rose Cemetery Fencing. Presented by Vice Mayor Copeland. 9. A public hearing to obtain citizen input and consider and take action on the identification of activities being proposed for CDBG funding for submission of a FY 2016 CDBG Small Cities Set-Aside Program. Discuss and take action to receive the Bartlesville Development Authority Annual Report, and approve the FY 2016-2017 BDA Budget and appropriation request. Presented by David Wood, President, Bartlesville Development Authority. 12. Discuss and take action to approve the renewal of the Bartlesville Development Authority Economic Development Agreement. Discuss and take action to adopt an Ordinance that will amend Ordinance No. 3468 that was adopted June 6, 2016 in order to provide for a flat rate for wholesale water customers operating under a contract.
