Consent Docket a. Approval of Minutes i. The Regular Meeting Minutes of August 1, 2016. b. Approval of Appointment or Ratification to Authorities, Boards, Commissions and Committees i. Appointment of Mr. Brandon Lewis to fill an unexpired term on the Adams Golf Course Operating Committee at the recommendation of Vice Mayor Copeland. c. Approval of Agreements and Contracts i. Approval of Subscription Agreement between the Bartlesville Public Library and Rivestas Subscription Services. ii. Approval of the 2017 Community Literacy Grant Contract Extension between the Bartlesville Public Library Literacy Services and the Oklahoma Department of Libraries. d. Approval of a Quit Claim Deed i. Approval of the City of Bartlesville issuing a Quit Claim Deed to the Bartlesville Development Authority for the North 125.00 feet of the West 60.00 feet of said N/2 N/2 NE/4 NW/4, containing 0.15 acres of new right-of-way; the remaining area included in the above description being the original 16.5 foot section line right-of-way. 8. Discussion and presentation with respect to the Silver Lake Village project 9. Discussion and possible action with respect to authorizing a disbursement of funds from the City of Bartlesville Economic Development Fund in the amount of $1,500,000 related to certain economic development projects pursuant to a request from the Bartlesville Development Authority 10. Discussion and possible action with respect to a resolution of the City of Bartlesville, Oklahoma (the “City”) approving the incurrence of indebtedness by the Bartlesville Development Authority (the “Authority”) issuing its Promissory Note, Series 2016 (the “Note”); providing that the organizational document creating the authority is subject to the provisions of the loan documents securing said Note; waiving competitive bidding with respect to the sale of said Note and approving the proceedings of the Authority pertaining to the sale of said Note; and containing other provisions related thereto. 11. Discussion and possible action with respect to a resolution of the City of Bartlesville, Oklahoma (the “City”) authorizing the Bartlesville Development Authority (the “Authority”) to assist the City in carrying out and administering the Silver Lake Village Economic Development Project Plan adopted by the City; approving the incurrence of indebtedness by the Authority issuing its Tax Increment Revenue Note, Taxable Series 2016 (Letter of Credit) (the “Note”); providing that the organizational document creating the Authority is subject to the provisions of the Loan Agreement authorizing the issuance of said Note; waiving competitive bidding with respect to the sale of said Note and approving the proceedings of the Authority pertaining to the sale of said Note; approving and authorizing the execution of a security agreement by and between the City and the Authority pertaining to the pledge of certain ad valorem and sales tax increment revenues; approving and authorizing execution of a development agreement; approving and authorizing an agreement of support; approving the use of assistance in development financing; and containing other provisions related thereto. 12.
