1. Call to order the business meeting of the Bartlesville City Council by Mayor Copeland.
2. Roll Call and Establishment of a Quorum.

• One opening on the Park Board
7. Receive bids for the purchase of $9,500,000 Combined Purpose General Obligation Bonds,
Series 2022 of the City and vote to award said Bonds to the lowest bidder complying with
the notice of sale and instructions to bidders or to reject all bids. Presented by Nate Ellis,
Public Finance Law Group.
8. Discuss and take possible action to approve an Ordinance providing for the issuance of
Combined Purpose General Obligation Bonds, Series 2022 in the sum of $9,500,000 by the
City of Bartlesville, Oklahoma, authorized at an election duly called and held for such
purpose; prescribing form of Bonds; providing for registration thereof; designating the
Registrar for the issue; providing for levy of an annual tax for the payment of principal and
interest on the Bonds and fixing other details of the issue; approving the forms of a
Continuing Disclosure Agreement and an Official Statement; authorizing executions and
actions necessary for the issuance and delivery of the Bonds; and declaring an emergency.

9. Discuss and take possible action to authorize City staff to negotiate a lease and the Mayor
to sign a lease between the First Christian Church and the City of Bartlesville. Presented
by Mike Bailey, City Manager.

12. Recess in order to relocate into the 1st floor conference room for the workshop portion of
the meeting.
13. Reconvene and open the workshop meeting.
14. Discussion of allocation of ARPA funds to City Initiatives. Presented by Mike Bailey, City
Manager.
15. Presentation and discussion of the City of Bartlesville proposed budget for Fiscal Year
2022-2023. Presented by Jason Muninger, City Clerk/CFO.
16. Presentation and discussion of the Capital Improvements Program (CIP) Budget for FY
2022-2023. Presented by Micah Siemers, P.E., Director of Engineering.
17. Adjournment.

posted in prominent public view at City Hall at 5:00 p.m. on Thursday, May 19, 2022.

City Attorney, or back to a committee or other recommending body. Under certain circumstance, items are deferred to a specific later date or stricken
from the agenda entirely. Agenda items requiring a public hearing as required by law will be so noted. The City Council may at their discretion change
the order of the business agenda items. City of Bartlesville encourages participation from all its citizens. If participation at any public meeting is not
possible due to a disability, notification to the city Clerk at least one working day prior to the scheduled meeting is encouraged to make the necessary
accommodations. The City may waive this rule if signing is not the necessary accommodation.
