CALL TO ORDER With a quorum present, Mayor Harris called the Budget Workshop City Council Meeting to order at 5:30 p.m. 2. PLEDGE OF ALLEGIANCE - United States of America and Texas Flags Mayor Harris led the Pledge of Allegiance to both Flags. 3. INVOCATION Council Member Lowe delivered the Invocation. 4. WORK SESSIONS / BRIEFINGS 4A. STAFF AND BOARD REPORTS - NONE 6. CITIZEN COMMENT(S) No comments were submitted. 7. CONSENT AGENDA 7A. Discussion and possible action on Resolution No. R-2026-80 reeardine the waiver_pf cemetery fees associated with the Opening/CIosine Fee at the grave ofHettie Lee Wilson at Fairview Cemetery; and authorizine the Ciiy Manaeer to take all actions necessary to implement the fee waiver. Submitted and Presented by: Sylvia Camllo-Trevino, ICMA-CM, CPM, City Manager MOTION: Council Member Plunkett moved to approve Resolution No. R-2026-80 as presented. Mayor Pro-Tem Ku'kland seconded the motion. Motion carried unanimously. 8. ADJOURNMENT Upon receiving a motion duly made and a second to adjourn. CITIZEN COMMENTS At this time, three (3) minute comments will be taken from the audience on any topic. Anyone in attendance wishing to address the Board/Commission must complete a citizen comment form and give the completed form to the Board/Commission Secretary prior to the start of the Board/Commission meeting. In accordance with the Texas Open Meetings Act, if a citizen discusses any item not on the agenda, the Board/Commission cannot discuss issues raised or make any decision at this time. Instead, the Board/Commission is limited to making a statement of specific factual information or a recitation of existing policy in response to the inquiry. Issues may be referred to the City Manager for research and possible future action. Profanity, physical or other threats are not allowed and may subject the speaker to loss of the time for comment, and if disruptive to the conduct of business, could result in removal of the speaker. 7. CONSENT AGENDA All matters listed under "Consent Agenda" are considered to be routine by the city council and will be enacted by one motion. There will not be a separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. 7A. Discussion and possible action on Resolution No. R2026-80 regarding the waiver of cemetery fees associated with the Opening/Closing Fee at the grave of Hettie Lee Wilson at Fairview Cemetery; and authorizing the City Manager to take all actions necessary to implement the fee waiver. The Bastrop City Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss any of the matters listed above, as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.087 (Economic Development), and §551.086 (Competitive Matters regarding Electric Utility).
