CALL TO ORDER With a quorum present, Mayor Harris called the Special City Council Budget Workshop to order at 6:30 p.m. 2. PLEDGE OF ALLEGIANCE- United States of America and Texas Flags Mayor Harris led the Pledge of Allegiance. 3. INVOCATION Council Member Lowe delivered the Invocation. 4. PRESENTATIONS - NONE 7. WORK SESSIONS I BRIEFINGS 7A. Park and Recreation Workshop The presentation was given by Sylvia Carrillo-Trevino, ICMA-CM, CPM, City Manager. 8. STAFF AND BOARD REPORTS - NONE 9. CITIZEN COMMENT{S) Citizen(s) addressing the City Council on an item, not on the agenda: Cecilia Serna. 10. CONSENT AGENDA 1OA. Consider and act on authorizing the City Manager to submit grant requests to Texas Parks & Wildlife in the amount of $750,000 for the construction of a Par 3 golf course located on City-owned property located at Farm and 95. Submitted by: Sylvia Carrillo-Trevino, ICMA-CM, CPM, City Manager Mayor Harris called for requests to remove any item from the Consent Agenda for separate discussion. Council Member Fassler requested that Item 10B be removed. MOTION: Council Member Meyer moved to approve the Consent Agenda (Item lOA) as presented. Council Member Lowe seconded the motion. Motion carried unanimously. * * * * * 1OB. Consider and act on Resolution No. R-2025-128 to authorize the City Manager to submit a grant application to the Lower Colorado River Authority (LCRA) in the amount of $100,000.00 for the creation of an educational facility highlighting the previous German casino. Submitted and Presented by: Sylvia Carrillo-Trevino, ICMA-CM, CPM, City Manager MOTION: Council Member Fassler moved to approve Resolution No. R-2025-128 as presented. Council Member Plunkett seconded the motion. Motion carried unanimously. * * * * * 11. ITEMS FOR INDIVIDUAL CONSIDERATION 1lA. Consider and act on Resolution No. R-2025-129 to authorize the City Manager to waive permit fees for Bastrop Independent School District (BISD) for the construction of their campus improvements off Lover's Lane. Submitted and Presented by: Sylvia Carrillo-Trevino, ICMA-CM, CPM, City Manager City of Bastrop, Texas July 28, 2025 Special City Council Budget Workshop Minutes Page 2 of4 MOTION: Council Member Fassler moved to approve Resolution No. R-2025-129, with the condition that the permit fees do not exceed the amount of $83,598. Council Member Plunkett seconded the motion. Motion carried unanimously. Following the conclusion ofltem 1 lA, Mayor Harris announced that he has recused himself from discussion and action on Item 11B. At that point, Mayor Pro-Tem Kirkland assumed the role of presiding officer for the remainder of the City Council's consideration of the item. 1lB. Consider and act on Resolution No. R-2025-130 authorizing Austin Water to use a City of Bastrop site for educational purposes. Submitted and Presented by: Sylvia Carrillo-Trevino, ICMA-CM, CPM, City Manager MOTION: Council Member Fassler moved to approve Resolution No. R-2025-130, with the additions of a disclaimer, Austin Water must pay the published rental rate for the space, and no use of the City of Bastrop logo. Council Member Plunkett seconded the motion. After discussion on the motion above, Council Member Fassler withdrew the motion. MOTION: Council Member Meyer moved to deny Resolution No. R-2025-130 as presented and direct staff to communicate with Austin Water and find a non-city-owned neutral, convenient location. Council Member Lowe seconded the motion. Motion carried unanimously. Mayor Harris returned to the meeting as the presiding officer of the City Council meeting. 5. EXECUTIVE SESSION Mayor Harris closed the Open Meeting to convene the City Council into Executive (Closed) Session at 7 :46 p.m. pursuant to Texas Government Code, Chapter 551 as follows: 5A. Sections 551.071 and 551.072 to seek advice of legal counsel to discuss and deliberate regarding the proposed sale of real estate property located along Jasper Street. SB. Section 551.072 to deliberate the purchase, exchange, lease, or value of real property located on Pine Street. 6. TAKE ANY NECESSARY OR APPROPRIATE ACTION ON MATTERS POSTED FOR CONSIDERATION IN CLOSED/EXECUTIVE SESSION Mayor Harris reconvened the City Council into the Open Session at 7:55 p.m. and called for any action as a result of the Executive Session. Sections 551.071 and 551.072 to seek advice of legal counsel to discuss and deliberate regarding the proposed sale of real estate property located along Jasper Street. SB.
