CITY OF BASTROP REGULAR BRIDGING BASTROP BOARD MEETING MINUTES FEBRUARY 12, 2026 The Bridging Bastrop Board met at a Regular Meeting on Thursday, February 12, 2026, at 5:30 p.m. at the Bastrop City Hall Council Chambers, 1311 Chestnut Street, Bastrop, Texas, with the following action taken: Board Members Present Staff Present Chair Sheila Lowe Executive Assistant Taylor Andry Maiy Moody Human Resources Director Tanya Cantrell Karen Knight Eboni Smith Nancy Wood Sandy Ervin City Council Members Present Kerry Fossler Board Members Absent Terika Taylor-WilHams Other Board Members Present Keith Ahlborn, Planning & Zoning Commission 1. CALL TO ORDER Board Chair Lowe called the Regular Bridging Bastrop Board meeting to order at 5:31 p.m. with a quorum present. 2. CITIZEN COMMENT(S) No comments were submitted. 3. ANNOUNCEMENTS 3A. Update and Discussion on Past Events; - Jan. 10 - Lost Pines Mardi Gras Kick-off Party " Jan 13 & 27 - Regular City Council Meeting - Jan. 19 - Martin Luther King, Jr. Holiday Commission Walk in Elgin - Jan. 23 - CAPCOG Bastrop County Day - Feb. 10 - Regular City Council Meeting 3B. Update and Discussion on Upcoming Events: Feb. 17 - Bastrop Fat Tuesday Celebration/ Downtown 4-9 pm Feb. 18-21 - Lone Star Cowboy Poetry gathering 2026, Bastrop Convention & Exhibit Center 1408 Chestnut Street Feb. 24 - Regular City Council Meeting City ofBastrop, Texas February 12, 2026 Regular Bridging Bastrop Board Meeting Minutes Page 1 of 3 Feb. 26 - Planning & Zoning Commission Public Hearing for Code Rewrite March 6 - International Women's Day Event: SHE is Off Script March 24 - City Council Public Hearing/Fh'st Hearing for Code Rewrite March 27 - Teeing Off 2026 GolfTournament/8 am -5 pm @ 100 Country Club Drive at the Colovista Golf Course. April 14 - City Council Second Reading/Final Action for Code Rewrite April 29 - Work in Bastrop Job Fair No formal action was taken on Item 3B. 3C. Additional Announcements and/or Events from Individual Bridging Bastrop Board members. FAME Days 4. WORKSHOP 4A. Workshop and discussion on website links regarding "American Affordability Tracker," "Financial Health and Wealth Dashboard," "Debt in America: An Interactive Map" and how these links can be incorporated in the Board Work Plan and future topics. The Board discussed the website links provided. 5. ITEMS FOR INDIVIDUAL CONSIDERATION 5A. Review, discussion and possible action on the January 2026 Employment Reports from the City ofBastrop Human Resources Department. Human Resources Director, Tanya Cantrell presented the reports and update regarding the January 2026 Monthly Employment Reports. 5B. Consider and act to finalize changes and/or amendments to the Fiscal Year 2026 Bridging Bastrop Board Work Plan. The board moved to approve the "Building Belonging Through Connection, Communication, Collaboration work plan 5C. Discussion and possible action to set a date and finalize details for the Accessibility Inventory Walk. Board Member Smith volunteered to create a list for the Accessibility Inventory Walk scheduled for March 12. The board scheduled the accessibility walk for March 12 with a backup date of April 7. Two time slots were set: 11 AM starting at the Museum covering Main City ofBastrop, Texas February 12, 2026 Regular Bridging Bastrop Board Meeting Minutes Page 2 of 3 Street, and 1 PM starting at the Library covering Fisherman's Park. The walk will assess ADA compliance, barriers, safety concerns, signage, parking accessibility, and public building access in businesses and public spaces. 5D. Discussion and possible action on creating surveys to gather information on growth, education and employment. The board agreed to create specific surveys on four topics: Growth and Transportation, Education, Employment, Recreation and Health. These will gather community feedback to inform future board work. QR codes may be added to existing code rewrite signage. 5E. Discussion and possible action regarding the Work in Bastrop Event and the Board's Involvement. The event is scheduled for late April at the Convention Center. Partners include the Chamber, Workforce Solutions, and Career Tracks from Smithville. The board discussed ensuring employers accept paper resumes and confirmed mock interview sessions and employer panels will be included. 5F. Consider and act to approve the Bridging Bastrop Board Meeting minutes from the January 8, 2026 regular meeting. MOTION: Board Member Wood moved to approve the Bridging Bastrop Board Meeting minutes from the January 8, 2026 Regular Meeting as presented. Board Member Knight seconded the motion. Motion carried unanimously. 5G. Individual Requests from Bridging Basfrop Board members for particular items to be listed on future agendas. 6. ADJOURNMENT Upon receiving a motion from Board Member Moody and a second from Board Member Ervin to adjourn, the February 12th Regular Meeting was adjourned at 6:34 p.m. without objection. CITIZEN COMMENTS At this time, three (3) minute comments will be taken from the audience on any topic. Anyone in attendance wishing to address the Board/Commission must complete a citizen comment form and give the completed form to the Board/Commission Secretary prior to the start of the Board/Commission meeting. In accordance with the Texas Open Meetings Act, if a citizen discusses any item not on the agenda, the Board/Commission cannot discuss issues raised or make any decision at this time. Instead, the Board/Commission is limited to making a statement of specific factual information or a recitation of existing policy in response to the inquiry. Issues may be referred to the City Manager for research and possible future action. Profanity, physical or other threats are not allowed and may subject the speaker to loss of the time for comment, and if disruptive to the conduct of business, could result in removal of the speaker. 3.
