REGULAR BRIDGING BASTROP BOARD MEETING MINUTES
MARCH 12, 2026
The Bridging Bastrop Board met at a Regular Meeting on Thursday, March 12, 2026, at 5:30 p.m.
at tlie Bastrop City Hall Council Chambers, 1311 Chestnut Street, Bastrop, Texas, with the
following action taken to wit:

Board Chair Lowe called the Regular Bridging Bastrop Board meeting to order at 5:36
p.m. with a quorum present.

4. REPORTS
4A. Receive a report of the recommendations from the Bastrop County
Collaborative for Health and Housing.
Board Chair Lowe reported on the recommendations that came from the Bastrop County
Collaborative for Health and Housing: pass resolutions to support housing attainability,
create housing affordability commissions within each city, establish a community land
trust, reduce minimum lot sizes, allow accessory dwelling units (ADUs) as a right,
eliminate square footage minimums, and establish qualifications for housing and zoning
commissions. The Collaborative is working toward booklets, a website, policy, and a
housing project. Chair Lowe talked about an infographic showing affordability gaps with
median monthly housing cost and some typical jobs (childcare worker, nursing assistant
and firefighter). The graphic explained how the median monthly housing cost and monthly
income of the jobs listed above are not equal.
No formal action was taken on Item 4A.
5. WORKSHOP
5A. Workshop and discussion on the Accessibility Inventory Walk Initiative.
Ideas that were discussed during the workshop:
• Focus on the city buildings and do the inventory walk on April 7
• Checklist to be created

• A list of city buildings will be created
• Split the walk project into groups (2 to 3 people) to avoid quorum issues with
different time slots (i.e., morning and afternoon)
• Include the Fleet and Facilities Director for the walk
No formal action was taken on Item 5A.
6. ITEMS FOR INDIVIDUAL CONSIDERATION
6A. Review, discussion, and possible action on the February 2026 Employmeiit
Reports from the City ofBastrop Human Resources Department.
Human Resources Director, Tanya Cantrell presented the reports and update regarding the
February 2026 Monthly Employment Reports.
The Board requested Director Cantrell to provide a residency composition of the city
employees at the April meeting.
No formal action was taken on Item 6A.
6B. Consider and act to approve the Bndfiine Bastrop Board Meeting minutes
from the February 12, 2026, Regular Meeting.
MOTION: Board Member Sandy moved to approve the Bridging Bastrop Board Meeting
minutes from the February 12, 2026 Regular Meeting as presented. Board Member Moody
seconded the motion. Motion carried unanimously.
6C. Discussion and possible action regarding the Work in Bastrop Event and the
Board s involvement.
The event is going to be held on Thursday, April 30, 2026 (corrected from the April 29
date mentioned) at the Convention Center from 9:00 am to 1:00 pm. Flyer was distributed
and areas to post were mentioned: SpringFest event, Easter in the Park event, Senior
Center, and other various community locations.
No formal action was taken on Item 6C.
6D. Individual Requests from Bridging Bastrop Board members for particular
items to be listed on future agendas (no group discussion).

7. ADJOURNMENT
Upon receiving a motion and a second to adjourn, the March 12 Regular Meeting was
adjourned at 6:56 p.m. without objection.

Anyone in attendance wishing to address the Board/Commission must complete a citizen
comment form and give the completed form to the Board/Commission Secretary prior to
the start of the Board/Commission meeting. In accordance with the Texas Open Meetings
Act, if a citizen discusses any item not on the agenda, the Board/Commission cannot
discuss issues raised or make any decision at this time. Instead, the Board/Commission
is limited to making a statement of specific factual information or a recitation of existing
policy in response to the inquiry. Issues may be referred to the City Manager for research
and possible future action. Profanity, physical or other threats are not allowed and may
subject the speaker to loss of the time for comment, and if disruptive to the conduct of
business, could result in removal of the speaker.
