Parks and Public Tree Advisory Board Meeting

MINUTES OF CITY OF BASTROP PARKS AND PUBLIC TREE ADVISORY BOARD January 7, 2021 The Bastrop Parks and Public Tree Advisory Board met in a Regular Meeting on January 7, 2021, at 6: 00 p. m. at City Hall. Members present were President Jimmy Crouch, Barbara Wolanski, Jamie Creacy, Margaret Robinson, Kerry Fossler, Betty Rucker, and Liaison Councilman Dock Jackson. Staff present were David Junek, Curtis Hancock, and Terry Moore. Dock Jackson. 1. CALL TO ORDER At 6: 01 p. m. Chairperson Jimmy Crouch called the meeting to order with a quorum being present 2. STAFF AND BOARD BRIEFINGS 2A. Parks and Recreation Report Presentation was made by Parks Superintendent David Junek. Earthwork RFP for the Wheeled Sports Plaza Phase I will go to bid on January 81h. Sidewalk Connectivity Project has started and the Farm Street section going down to Fisherman' s Park has been completed. Legal team is still processing donation form for disc golf equipment. Still working on funding for archaeological survey for TPWD grant compliance. New TV series " Walker" filming at the rodeo arena at Mayfest Park. 2B. Bastrop State Park Report Parks Board Member Jamie Creacy, Parks Superintendent, gave a presentation. The dam project is under contract and there' s a pre -construction meeting next week. Scheduled to be completed in 2 years. CCC culvert will also be repaired during same time period of dam project. Golf course trails still in the design phase. 2C. Bastrop YMCA Report The YMCA has officially closed. Terry Moore updated us on the conversations being had with the City and will fill us in more during the 5C agenda item. 2D. Bird City Coalition Report This report was given by Kerry Fossler. January 23rd is the first Big Sit and will be at Fisherman' s Park. CDC recommendations for social distancing will be implemented. This event will occur every 4th Saturday of each month for 2021. The first 3 will be at Fisherman' s Park. 3. CITIZEN COMMENTS There were no citizen' s comments at this meeting. 4. APPROVAL OF THE MINUTES 4A. Consider action to approve Parks and Public Tree Advisory Board minutes from the December 3, 2020 regular meeting. Motion was made by Board Member Betty Rucker to approve the minutes and seconded by board member Jamie Creacy. Vote was unanimous. 5. ITEMS FOR INDIVIDUAL CONSIDERATION 5A. Update and discuss the Wheeled Sports Plaza Phase I project. Public Works Director Curtis Hancock gave an update for the project. Bids are due for the earthwork on tomorrow January 8th 5B. Update and discuss the Sidewalk Connectivity Project. Update of the Sidewalk Connectivity Project was given by Curtis Hancock. The Farm Street section going into Fisherman' s has been completed as well as the Wilson Street section. The project is expected to be completed by the end of February. 5C. Update and discuss the recreation programming that the City is working on and the areas that will now fall under City control. Terry Moore is now contracted by the City to provide recreational services the community. Phase I has begun with free classes being offered. The outdoor fitness unit, lumberyard, and wellness center are being used for classes and open gym. There are more meetings scheduled to see how the City can expand these services in Phase II. 5D. Discuss reports needed for agenda briefings. Public Works Director Curtis Hancock reminded anyone presenting anything during " Staff and Board Briefings" need to turn in a report before the agenda is posted. Parks and Recreation Superintendent David Junek said he would send out the due dates of the reports to the appropriate people. 5E. Discuss and consider action on appointing a new Secretary for the Parks and Public Tree Advisory Board. Kerry Fossler was nominated by board member Margaret Robinson and seconded by board member Barbara Wolanski. Vote was unanimous. 6A. Discuss opportunities for events at the Mayfest Park Rodeo Arena and potential policy changes needed. Public Works Curtis Hancock discussed the conversation that was had with a contractor that would like to bring more events to the rodeo arena at Mayfest Park. The biggest concern of the board was about liability if contractor could use City equipment. Board member Betty Rucker was concerned about the potential scheduling conflict with the Homecoming rodeo. The board also expressed that if there were any shift in policies that it would need to apply to everyone. ADJOURNMENT Board member Barbara Wolanski made motion to adjourn the meeting at 7: 05 p. m and was seconded by board member Betty Rucker, carrying without objection.
