Committee Members Present: Vice Mayor Susan Baldwin, Commissioners Andy Helmboldt and Kaytee Faris
Committee Members Absent: Mayor Dave Walters
Staff Present: Rebecca Fleury, City Manager: Nancy Mullett, Labor Attorney: Vicki Houser, City Clerk
Call to Order: Comm. Helmboldt called the meeting to order at 2:02 p.m.
Public Comment: None
Approval of Minutes: A motion was made by Comm. Faris, supported by Comm. Baldwin, to approve the June 8,
2016 City Manager Performance Evaluation Committee minutes. All yes, none opposed. Motion approved.
City Manager Progress Update
Ms. Fleury noted she did not mark anything “complete” this time as all items are ongoing. Ms. Fleury noted the
meetings with township supervisors is stalled because of the current wastewater discussions.
Comm. Helmboldt stated the only feedback received was from Comm. Flores asking about video-taping workshops,
both at DPW or City Hall.
Ms. Fleury informed the Committee that she contacted AccessVision, stating they do not have the staff or equipment to
tape all meetings, suggesting a possible partnership with local schools to record the meetings.
Vice Mayor Baldwin suggested adding a camera, with audio, in the corner of the meeting rooms.
Comm. Helmboldt also noted changes to the reporting will be made to include Vibrant, Healthy Neighborhoods as
noted in the Priority Based Budgeting goals. Comm. Helmboldt also noted Comm. Flores requested the City Manager
attend Diversity Training.
Ms. Fleury stated she had a conflict during the last workshop, stating there was an additional workshop from CDI,
Leading for Transformation: Creating Equitable Systems, that she would also be considering.
2016 City Manager Evaluation Survey Results:
Comm. Helmboldt noted the results of the staff and community partners survey were relatively good, with a good
amount of comments provided.
Ms. Mullett noted the high level of positive comments related to Ms. Fleury’s second year performance, expressing
concern the negative comments were from staff members who recently left the organization.
Ms. Fleury suggested the survey participants include union presidents in future surveys.
Comm. Helmboldt noted Question 9 was formatted incorrectly and did not include “Unacceptable” on the rating scale.
Vice Mayor Baldwin requested staff send the Community Partners and Staff survey results to the Commission, along
with the list of community partners and staff members who were sent the surveys. Vice Mayor Baldwin also asked that
the most recent update from the City Manager be sent to the Commission when sending the survey.
Committee members agreed the Commission Survey, and related documents, was to be sent out by August 19th, with a
return due date of September 2, 2016. Committee members also agreed to meet on September 7, 2016 to review the
results of the Commission survey
Goals Retreat Session
Committee members recommended the Commission retreat be held on September 13, 2016 to discuss the next year’s
City Manager goals. Committee members noted this would allow sufficient time to place a resolution on the September
20, 2016 City Commission agenda.

Ms. Fleury stated the retreat would focus on the PBB results, the performance objectives and the “Hot Topics”, stating
the hot topics could be pulled from either the PBB results or the managerial competencies.
Vice Mayor Baldwin noted the managerial competencies were very well set up at this time. Vice Mayor Baldwin noted
they did not want to forget the baseline core things Ms. Fleury was doing and devoting time to.
Ms. Fleury asked the Committee to let her know if anything is missing on the Managerial Competencies.
Ms. Mullett suggested a bi-annual or quarterly report on things that are on-going and occur monthly.
Vice Mayor Baldwin informed the Committee that she expected the resolution regarding the City Manager and the City
Attorney evaluations be presented at the same Commission meeting in September.
Committee Discussion:
There were no additional Committee discussions.
