City Manager Performance Evaluation Committee 10 N. Division St., Room 302A Battle Creek, MI 49014 Wednesday, April 12, 2017 2:00 p.m. Committee Members Present: Mayor Dave Walters, Vice Mayor Susan Baldwin and Commissioners Andy Helmboldt and Kaytee Faris Committee Members Absent: Staff Present: Rebecca Fleury, City Manager: Nancy Mullett, Labor Attorney: Vicki Houser, City Clerk Call to Order: Comm. Helmboldt called the meeting to order at 2:02 p.m. Public Comment: None Approval of Minutes: A motion was made by Mayor Walters, supported by Comm. Faris, to approve the February 9, 2017 City Manager Performance Evaluation Committee minutes. All yes, none opposed. Motion approved. Bi-monthly Performance Report A. City Manager Report of Performance Highlights and Concerns Comm. Helmboldt noted this would be the last time Ms. Fleury was required to provide bi-monthly reports, stating reports would now be required once every 4 months. Ms. Fleury noted the new Managerial Competencies format stayed fairly consistent. Vice Mayor Baldwin stated it would be helpful to provide a little more definition or specificity to the topics, requesting an example for each item. Ms. Fleury agreed she would include an example in future reports. Comm. Helmboldt noted the examples may change for each reporting period. Comm. Faris stated she has seen positive customer service results from the Disney training. Ms. Fleury stated the Disney training has had a positive effect on union negotiations, stating they have been more professional and respectful. As to other municipality’s experience, Ms. Fleury noted Royal Oak has completed their training, while Ottowa County was in the 3rd year of their implementation, stating the City was still utilizing them as mentors. Ms. Fleury commented on several other projects on the report, including the CED Eco System, noting the WKKF grant application is almost done, stating it was expected the team would be up and running by July 1st. Ms. Fleury also discussed the work with the TIFA, who will cover operations of the structure, stating there will be a MOU with BCU to define everyone’s role. Ms. Fleury also discussed the TIFA pass through, stating she has requested it be bumped up to 40%, while still representing the same dollar amount. Ms. Fleury also noted staff is committed to streamline process for doing business, including reconsidering process that have been followed for years, allowing the City to consider other options for the community. Mayor Walters stated some of the credit goes to great hiring, noting the positives of culture changes. As to the new Police facility, Ms. Fleury noted the bids were quite a lot over budget, stating staff was working to get to manageable number, stating the bid will be presented to the Commission on May 2nd. Vice Mayor Baldwin asked if the City reached out far enough for bidders. Ms. Fleury noted the notice went to the State list serve for all of the trades. B. Commission Highlights and Concerns Comm. Helmboldt stated he did not receive any comments or concerns from Commissioners during this reporting period. 1 Committee Discussion: Comm. Helmboldt requested the Evaluation survey calendar/timeline be included on the next meeting agenda. Comm. Helmboldt also noted there would be no City Manager report for the June meeting, with the next report due in August. Comm. Baldwin noted the City Attorney evaluation would begin at the same time. Next Meeting: June 14, 2017 at 2:00 pm in Room 302A. Adjournment: Comm. Helmboldt adjourned the meeting at 2:37 p.m. 2
