City of Battle Creek Sustainable BC Committee 150 N. Kendall St . Room 214 Battle Creek, MI Wednesday, April 12, 2017 4:00 p.m. Members Present : Commissioners Flores, Faris, and Helmboldt, Tiffany Welsh, Kurt Tribbett, Susan Anderson, Michael Myszka and Olivia Jayakar Members Absent : Sarah Kelly and Kathy Antaya Others : Alicia Sackett, Deputy City Clerk; Jacob Schacht, Asst. to the City Manager Guests: Glenn Perian, Planning; Eric Feldt, Planning; Melinda Antell, Waste Management Call to Order : Comm. Flores called the meeting to order at 4:03pm, noting a quorum was present. Approval of Minutes : A motion was made by Comm. Faris, supported by Susan Anderson to approve the minutes from March 1, 2017. All yes, none opposed. Minutes approved. Additions or Deletions to the Agenda : There were none. Member Updates/Reports: Waste Management Presentatio n: Melinda Antell, Waste Management, introduced Waste Management’s new website, which is set to go live around April 22. There will be many easy to use options for residents along with recycling education and banners for special events such as the May Spring Clean-Up. City Energy Efficiency Activities : Kurt Tribbett stated the Secondary Project is out for bid, this project is to reduce energy use at the secondary treatment plant, with an estimated savings of 40%. Environmental Prog ram Update : Tiffany Welsh shared updates:  The City is working on incorporating recycling at all City locations including parks.  The Children’s Water Festival is on May 12th and we are still looking for presenters, if you are interested please contact Ms. Welsh.  RecycleRamma was April 1st at Bailey Park and was successful.  A Household Hazardous Waste collection is coming up in August.  We did receive a tire grant and will be offering a tire collection to residents; details are still being worked out.  Carl Fedders and Chris Dopp met with Consumers Energy about potentially updating the streetlights to LED, more information to come later. This would have a potential 10-year return on investment. City Commission Update: There were none. New Business: Glenn Perian reviewed the Urban Livestock ordinance draft. Noting, unit requirements are very specific based on lot size and proximity to property lines and structures. The City Commission is still taking additional input from residents and are looking to introduce it at the May 2nd City Commission meeting. The Committee discussed the purposed draft. Susan Anderson questioned how enforcement would be handled. Mr. Perian shared the inspections of the property will be done by the Planning Department, after that it would become an Animal Control issue and complaint based. 1 Sustainability Update: Tiffany Welsh noted the application deadline for grant funds, through the Joyce Foundation, was met. OHM is currently looking at what to do if the funding does not come through. Ms. Welsh explained the STAR Rating Program and how it would work into our Sustainability Plan. Jacob Schacht stated OHM would help us produce the Sustainability Plan; this is included in the grant request. The Committee discussed the Sustainability Plan and the STAR Rating program. The Committee discussed continued work on recycling opportunities, possibly at City events such as the Cereal Festival. Membership : Comm. Flores stated Christine Kosmowski has decided to leave the Committee effective immediately. A new application from Lindsey Johnson, Environmental Engineer, of Consumers Energy has been received. A motion was made by Mr. Myszka and seconded by Ms. Anderson to recommend Lindsey Johnson for membership to the Committee. All yes, none opposed. Motion approved. The Committee discussed options for future members. Member Comment/Announcements : There was none. Public Comment : Linn Kracht, of Trinity Lutheran Church, shared a small group will be showing the movie, Before the Flood, about climate change, in mid-May at KCC. Next Meeting : The next meeting of the Sustainable BC Committee will be on May 10, 2017 at 4:00pm at the Department of Public Works in Room 204. Adjournment: Comm.
