City Manager Performance Evaluation Committee City Hall Room 302A 10 N. Division Street Battle Creek, MI 49014 Monday, June 18 2018 3:00 p.m. Committee Members Present: Comm. Susan Baldwin, Comm. Chris Simmons, Comm. Sofia and Mayor Behnke as an alternate Committee Members Absent: Vice Mayor Walters Staff Present: Rebecca Fleury, City Manager; Alicia Sackett, Deputy City Clerk Call to Order: Comm. Baldwin called the meeting to order at 3:04 p.m. Public Comment: None Approval of Minutes: A motion was made by Comm. Simmons, supported by Comm. Sofia, to approve the April 16, 2018 City Manager Performance Evaluation Committee minutes. All yes, none opposed. Motion approved. Bi-Monthly Performance Review A. City Manager Report of Performance Highlights and Concerns Rebecca Fleury gave an overview of the manganese water crisis, answering questions from the Committee. Ms. Fleury noted the contributing factor is believed to be from flushing of Springfield and Battle Creek fire hydrants. Comm. Baldwin asked if the City is tracing the manganese contamination back to the source. Ms. Fleury responded that future testing at the flushing locations will help determine the source. Ms. Fleury stated the water crisis, the budget and working with the treasury on the personal property taxes has been her focus recently. Mayor Behnke, Comm. Baldwin and Comm. Sofia acknowledged the extensive amount of work required to accomplish the resolution of the personal property tax. Ms. Fleury stated Senator Nofs and Representative Maturen were instrumental in the resolution on the personal property tax, noting a meeting will be happening soon to address future years. B. Commission Highlights and Concerns Comm. Baldwin informed the Committee no comments or concerns have been received and thanked Rebecca for all of the hard work with the water crisis. City Manager Performance Evaluation Process Comm. Baldwin noted Ms. Fleury’s annual review must be completed September. The Committee reviewed changes/suggestions/corrections for the Community and Staff Surveys contacts, noting changes will be updated by the Managers office and provided to the Committee. The Committee reviewed the Community Survey with no suggested changes. Comm. Baldwin agreed to follow up with an additional email at the mid-point after the surveys are sent out to encourage completion of the survey. Comm. Baldwin noted the change to the Staff Survey to allow a comment after each question. Comm. Simmons questioned if any further thought has been given to doing an organizational survey. Ms. Fleury responded it is a goal for this year and they are working on getting it out in the fall. The Committee reviewed the Staff Survey, noting minor changes to the wording due to the adding of the comment sections. 1 The Committee agreed surveys will be sent out July 16th or 17th and be due back August 1st, with a reminder to be sent out at the mid-point by Comm. Baldwin. The Committee agreed to an August 13th meeting to review results of the surveys and to send City Commission Surveys on August 17th with a due date of August 31st, followed by an October 1st meeting for a final review and recommendation to the City Commission on October 16th.
