Members Present: Comm. Baldwin, Andy Helmboldt, Kurt Tribbett, Kathy Antaya, Mike Myszka
Members Absent: Comm. Sofia, Sue Anderson, Tiffany Welsh, Sarah Kelly, Comm. Flores, Comm. Simmons, Lindsay

Others: Elizabeth (Liz) Paul, Environmental Program Coordinator; Eric Feldt, Planning; Lisa Silkworth, Clerk’s Office.
Guests: None.
Call to Order: Mr. Helmboldt called the meeting to order at 1:12 p.m., noting a quorum was not present.
Approval of Minutes: No quorum present
Additions or Deletions to the Agenda: none
Old Business:
Line 5 - Mr. Helmbolt discussed Enbridge news regarding Line 5. Comm. Baldwin passed out a draft letter for review.
The members reviewed the letter and proposed changes. The letter will go out from the Sustainable BC Committee.
Since a quorum is not present, the Committee will bring it up at the next meeting.
Sustainability Plan – Eric Feldt has been meeting with other departments discussing the plan and what we have for
energy use. Mr. Feldt discussed the difficulties getting a baseline. Comm. Baldwin stressed the need for base data. Mr.
Myszka also noted base line data is time consuming but necessary and the need for a definition of efficiency. Mr. Feldt
discussed issues with transit, specifically buses and emission controls. Mr. Feldt stated the need to look at costs down the
road for maintenance and upkeep. Mr. Feldt will send out an email to put together a group to get into the plan and work
with DPW. Ms. Antaya questioned if the departments offered any solutions or ideas.

Member Updates/Reports:
City Energy Efficiency Activities: Kurt Tribbett provided updates:
Blowers have been started on the east side and the west side is next. Composting will start around July 9th. A new pump
is coming in September/October.
Environmental Program Update: Liz Paul provided updates:
Wellhead program has been submitted. Rain barrel pick up went well.
Planning Updates: Eric Feldt provided updates:
Hen ordinance passed and there are seven permits.
City Commission Updates: Comm. Susan Baldwin provided updates:
We received a letter from New York thanking us for the green roof. The Commission voted to continue the lawsuit for
the dryer system at WWTP. Water samples were taken and nothing was detected.

Member Comment/Announcements: Ms. Antaya stated at Food Truck Friday, there are no recycling containers per
a volunteer. Ms. Antaya also noted no recycling bins at Festival Market Square in plain site, just the solar recycle machine.
She requested more recycling bins at city events. Questions about recycling for city events and who handles it. How is
recycling being handled for city hall.

Next Meeting: The next meeting of the Sustainable BC Committee will be July 23, 2018, 1:00-2:30 p.m. at City Hall,
Conference Room 302B.
Adjournment: Mr. Helmboldt adjourned the meeting at 2:30 p.m.

responsible, cost effective policy in the planning, administration and economic development of
its built infrastructure and natural resources. The Committee may make recommendations to
the City Commission for their consideration and will be available as a resource on sustainability
policy.
