Official Proceedings of the Battle Creek Civil Service Commission Special Meeting City Hall 10 N. Division Street Commission Chambers Battle Creek, Michigan May 7, 2012 4:00 P.M. MEMBERS PRESENT: Commissioners Jennifer Cappell, Judith Mudge, Gordy Vogt. MEMBERS ABSENT: None STAFF PRESENT: Chief Larry Hausman, Susan Bedsole, Vicki Houser. CALL TO ORDER: President Cappell called the meeting to order at 4:07 PM and recognized that a quorum was present. NEW BUSINESS 1. Certification of the “2012 Battalion Chief Eligibility List” President Cappell stated the first order of business was to certify the “2012 Battalion Chief Eligibility List.” President Cappell opened the floor for public comment and discussion. Lt. Jeannell Justin, Local 335, expressed concerns regarding the Confidentiality Agreement each Battalion Chief candidate was required to sign prior to the Individual Oral Assessment. Lt. Justin noted the agreement contained the City of Battle Creek Fire Department emblem, but the agreement noted “Bridgeport, CT” not Battle Creek, MI. Lt. Justin also stated the Union should have been made aware of the Confidentiality Agreement in advance. Lt. Justin also expressed Union concerns regarding the choosing of the Individual Oral Assessment questions. Lt. Justin stated the Union thought I/O Solutions would choose the test questions and did not feel Chief Hausman should have chosen the test questions. A motion was made by Comm. Vogt, supported by Comm. Mudge to certify the “2012 Battalion Chief Eligibility List.” All yes. Motion carried. 2. Certify the two candidate on the “2012 Battalion Chief Eligibility List” A motion was made by Comm. Mudge, supported by Comm. Vogt, to certify the two candidate names for Battalion Chief, Clifton Graw and Martin Erskine. All yes. Motion carried. 3. Certify the next candidate on the “2011 Fire Lieutenant Eligibility List” (Todd Miller) A motion was made by Comm. Mudge, supported by Comm. Vogt, to certify Todd Miller on the “2011 Fire Lieutenant Eligibility List.” All yes. Motion carried. 1  4. Certify the next candidate on the “2011 Fire Captain Eligibility List” (Matthew Beauchamp) A motion was made by Comm. Mudge, supported by Comm. Vogt, to certify Matthew Beauchamp on the “2011 Fire Captain Eligibility List.” All yes. Motion carried. PUBLIC COMMENT There were no public comments.
