MEMBERS PRESENT: Commissioners Jennifer Cappell, Judith Mudge and Gordy Vogt
MEMBERS ABSENT:
STAFF PRESENT: Susan Bedsole and Larry Hausman
CALL TO ORDER:
President Cappell called the meeting to order at 4:01 PM and recognized that a quorum was present.
APPROVAL OF MINUTES
1. A motion was made by Comm. Vogt, supported by Comm. Mudge to approve the Civil Service
Commission February 27, 2012 meeting minutes. All yes, none opposed. Motion approved.
2. A motion was made by Comm. Mudge, supported by Comm. Vogt to approve the Civil Service
Commission March 2, 2012 meeting minutes. All yes, none opposed. Motion approved.
PETITIONS AND COMMUNICATIONS
There were no petitions or communications.

There was none.
NEW BUSINESS
1. Proposed Rule Change
President Cappell stated the first order of business was to discuss the change to Rule 4.3 regarding
promotional the Interview/Oral Examinations. President Cappell noted the proposed amendment to
the rule would be as follows:

Oral examinations, or interviews, for promotions shall be conducted by the Commission or an
appropriate qualified agency or individuals appointed by the Commission. Where the oral
examinations are being conducted by the Commission, the presence of all three Commission
members is required, except in situations where a Commissioner is unable to be present due to
medical emergency or the death of a family member. In such cases, a quorum of Commissioners is
sufficient for conducting the oral examinations.
President Cappell opened the floor for public comment.
Seeing no public comment, a motion was made by Comm. Vogt, supported by Comm. Mudge, to
approve the proposed amendment to Rule 4.3 as presented. All yes, none opposed. Motion
approved.
2. Testing Update
Ms. Bedsole discussed the scheduled Fire Department testing schedule for the promotional exams
for Battalion Chief candidates and for Entry Level Fire Fighter candidates.

ADJOURNMENT
President Cappell adjourned the meeting at 4:11 PM.
