MEMBERS PRESENT: Commissioners Cappell, Mudge and Green
MEMBERS ABSENT: None.
STAFF PRESENT: Larry Hausman, Chief Battle Creek Fire Department; Martin
Erskine, Battalion Chief; Russell Claggett, Employee Relations Director; and Victoria
Houser, City Clerk
CALL TO ORDER:
Clerk Houser called the meeting to order at 4:01 P.M.
PETITIONS AND COMMUNICATIONS:
Clerk Houser noted the following communications were received:
1. Resignation of Gordon Vogt dated January 15, 2013
2. Local 335 Recommendation for Fire Representative to the Civil Service
Commission dated January 25, 2013
3. Letter regarding the Fire Inspector testing process from Kim Yarger
4. Letter from Shawn Metheny withdrawing from the Fire Inspector testing process
5. Letter from Derek Maddox requesting to be put back on the 2012 Entry Level Fire
Fighter Eligibility List
ADMINISTER OATH OF OFFICE – Gary Green, Fire Representative
Clerk Houser administered the Oath of Office to Gary Green, new IAFF Local 335
Representative to the Civil Service Commission, filling Gordon Vogt’s unexpired term.
Gary Green’s term of office will be from January 28, 2013 until December 31, 2014.
ELECTION OF PRESIDENT:
Clerk Houser opened the floor for nominations for the office of President. Comm.
Cappell nominated Judy Mudge for President of the Civil Service Commission. Comm.
Green supported the nomination of Judy Mudge as President. Clerk Houser asked if

there were any further nominations. Hearing none, a vote was taken. Both
commissioners were in favor of Comm. Mudge being elected as President. Comm.
Mudge was elected President of the Civil Service Commission for a one-year term ending
December 31, 2013.
Clerk Houser turned the meeting over to the new President.
APPROVAL OF MINUTES:
A motion was made by Comm. Green, supported by Comm. Cappell, to approve the Civil
Service minutes of November 26, 2012. All yes. Motion carried.
A motion was made by Comm. Cappell, supported by Comm. Green, to approve the
Civil Service minutes of December 10, 2012. All yes. Motion carried.
REPORTS:
Clerk Houser announced the Fire Captain’s written exam would be held on February 13,
2013, with the Structured Oral Interviews anticipated to be conducted on February 20,
2013. Clerk Houser informed the Commission 8 candidates signed up for the exam, but
one candidate was not eligible. Clerk Houser also stated the Structured Oral Interviews
would be conducted by 2 Assessors.
UNFINISHED BUSINESS:
None.
NEW BUSINESS:
1. Certify the “2012 Fire Inspector Eligibility List”
President Mudge stated the first order of business was to certify the “2012 Fire
Inspector Eligibility List.” President Mudge opened the floor for public comment.
Seeing no public comment, a motion was made by Comm. Cappell, supported by
Comm. Green, to certify the “2012 Fire Inspector Eligibility List.” All yes, none
opposed. Motion approved.
2. Certify the first candidate on the “2012 Fire Inspector Eligibility List”
President Mudge stated the next order of business was to certify the first
candidate on the “2012 Fire Inspector Eligibility List” (Jeannell Justin), President
Mudge opened the floor for public comment.

Seeing no public comment, a motion was made by Comm. Cappell, supported by
Comm. Green, to certify the first candidate on the “2012 Fire Inspector Eligibility
List.” (Jeannell Justin) All yes, none opposed. Motion approved.
PUBLIC COMMENTS:
Derek Maddox requested the Commission consider allowing him to be placed back on
the Entry Level Firefighter Eligibility List. Mr. Maddox stated he was informed by a
Battle Creek Fire Lieutenant that he could request to be put on hold for the hiring and still
maintain his placement on the Eligibility List
COMMISSION COMMENTS:
Comm. Mudge recognized the years of service that Gordon Vogt served and was pleased
that Gary Green was appointed to the Civil Service Commission.
ADJOURNMENT:
A motion was made by Commissioner Cappell, supported by Commissioner Green, to
adjourn the meeting at 4:17 P.M. All yes. Motion carried.
