MEMBERS PRESENT: Commissioners Judith Mudge, Samuel Gray and Tim Martinovich MEMBERS ABSENT: None STAFF PRESENT: Victoria Houser, Nancy Mullett, Dave Schmaltz, Martin Erskine CALL TO ORDER: President Mudge called the meeting to order at 4:00 PM and recognized that a quorum was present. PETITIONS AND COMMUNICATIONS There were no petitions or communications. APPROVAL OF MINUTES 1. A motion was made by Comm. Gray, supported by Comm. Martinovich, to approve the Civil Service Commission June 22, 2015 meeting minutes. All yes, none opposed. Motion approved. REPORTS There were none. UNFINISHED BUSINESS There was none. NEW BUSINESS 1. Certify the “2015-2 Battalion Chief Eligibility List” President Mudge stated the next order of business was to certify the “2015-2 Battalion Chief Eligibility List.” President Mudge opened the floor for public comment. Seeing no public comment, a motion was made by Comm. Matinovich, supported by Comm. Gray, to certify the “2015-2 Battalion Chief Eligibility List.” All yes, none opposed. Motion approved. 2. Certify the two candidates on the “2015-2 Battalion Chief Eligibility List” (Adam Magers and Dan Wolfe) President Mudge stated the next order of business was to certify the two candidates on the “2015-2 Battalion Chief Eligibility List,” Adam Magers and Dan Wolfe. President Mudge opened the floor for public comment. A motion was made by Comm. Gray, supported by Comm. Martinovich, to certify the two candidates on the “2015-2 Battalion Chief Eligibility List,” Adam Magers and Dan Wolfe. All yes, none opposed. Motion approved. 3. Certify the second candidate on the “2015 Fire Lieutenant Eligibility List” (Jake Martin) President Mudge stated the next order of business was to certify the second candidate on the “2015 Fire Lieutenant Eligibility List,” Jake Martin. President Mudge opened the floor for public comment. A motion was made by Comm. Martinovich, supported by Comm. Gray, to certify the first candidate on the “2015 Fire Lieutenant Eligibility List,” Jake Martin. All yes, none opposed. Motion approved. 1 PUBLIC COMMENTS Martin Erskine, Battalion Chief, spoke of the unusual promotion system for Battalion Chief this time, stating they wanted a fair and competitive process, stating this was the first time he experienced a candidate turning down a promotion. Chief Erskine stated he felt the way the process was handled was proper. Chief Erskine thanked the Commission for their due diligence and service to the Fire Department and the City. COMMISSION COMMENTS Commissioner Gray thanked Chief Erskine for his comments, stating it was good to discuss the process, but that they should continue the discussion on how to apply the rule in case there are future instances. ADJOURNMENT President Mudge adjourned the meeting at 4:05 PM. 2
