5. Approval of Minutes: Carman Hamilton approved the minutes from the June 10, 2015
meeting.

Building Inspector: Don Wilkinson
Property owner, Desiree Gray, present. Don Wilkinson, Building
Inspector, stated the property has been vacant since 2010 and is in need
of repair with a cost estimate of repair of $101,430 and an SEV $21,997.
Ms. Gray stated the property was locked and she felt the City trespassed.
Mr. Wilkinson stated he entered the home with a search warrant and the
cost estimate of repair was based on square footage. Mr. Wilkinson
stated there have been no permits pulled and the property needed
plumbing, electrical, building, and mechanical work. Mr. Wilkinson
recommended the property be affirmed as a dangerous building. Mr.
Hamilton confirmed that Ms. Gray was the owner of the property. Mr.
Hamilton asked if the water heater and furnace were removed from the
property. Ms. Gray stated the house is not vacant and it is occupied. Ms.
Gray stated she gets water from a relative’s house. Ms. Gray stated she
has no timeline for repairs. Mr. Hamilton affirmed the property as a

dangerous building and granted thirty days to bring the property into
compliance with city rules and regulations. A discussion ensued regarding
when permits are needed and who has to pull permit. Ms. Tonya Gray
stated it is a family property. Ms. Tonya Gray also stated she had met
with Mr. McKinley and stated she did not have the letter regarding the cost
estimate of repair. Ms. Tonya Gray noted it was not fair, she stated it
would have been fair if the information had been provided regarding the
repairs needed so the family could have met with a contractor. Ms. Tonya
Gray also had requested the meeting be delayed. Ms. Tonya Gray stated
she does not want someone telling her what needs to be done and when it
needs to be done by. Ms. Tonya Gray again stated the process is unfair.
Ms. Tonya Gray asked again how the Building Inspector gained entry to
the property. Ms. Tonya Gray stated the meeting was fraud. Ms. Desiree
Gray also questioned again how the Building Inspector gained entry to the
property. Mr. Hamilton again affirmed the property as a dangerous
building and granted thirty days to bring it into compliance.

Property owner, not present. Don Wilkinson, Building Inspector, stated
the house has been vacant and in need of repair. Mr. Wilkinson stated the
cost estimate of repair of $62,608 and an SEV of $37,074. Mr. Wilkinson
recommended affirming it as a dangerous building. Carman Hamilton
affirmed the property as a dangerous building and gave thirty days to bring
it into compliance.

Property owner, not present. Don Wilkinson, Building Inspector, stated
the house had been damaged by fire and the property owner does plan to
make repairs. Mr. Wilkinson also noted a building permit had been pulled.
Carman Hamilton affirmed the property as a dangerous building and
granted thirty days to bring it into compliance.

Property owner, not present. Don Wilkinson, Building Inspector, stated
the house has been vacant for over 180 days, lacks utilities and property
maintenance. Mr. Wilkinson recommended affirming the property as a
dangerous building. Carman Hamilton affirmed the property as a
dangerous building and granted thirty days to bring it into compliance.
