MEMBERS ABSENT: Commissioner Tim Martinovich
STAFF PRESENT: Clerk Victoria Houser: Fire Chief Brian Sturdivant
CALL TO ORDER:
Comm. Giguere called the meeting to order at 4:00 PM and recognized that a quorum was present.
APPROVAL OF MINUTES
1. Comm. Roller, supported by Comm. Giguere, made a motion to approve the Civil Service Commission meeting
minutes of January 27, 2020. All yes, none opposed. Motion approved.
PETITIONS AND COMMUNICATIONS: There was none.
REPORTS: There was none.
UNFINISHED BUSINESS:
1. Assessment Center for Promotional Candidates
Chief Sturdivant stated an Assessment Center process was a more comprehensive manner to evaluate and measure
promotional candidates’ skills and job knowledge. Chief Sturdivant, referencing a presentation by Empco 2 years ago,
stated their process would withstand any challenges. Chief Sturdivant stated he has entered into a partnership with
Empco to develop an Assessment Center for the Fire Captain and Fire Lieutenant promotional process, noting they
would be in Battle Creek on Thursday to conduct a site and job analysis. Chief Sturdivant noted Empco has subject
manner experts, proficient with policies and procedures, to conduct the Assessment Center process. Chief Sturdivant
stated he is working with his staff to determine the number of candidates eligible to participate in promotional testing.
As to the costs, Chief Sturdivant stated the costs were reasonable and would be $7,500 to $9,000 for each promotional
process, depending on the number of candidates.
Comm. Giguere confirmed that he and Comm. Roller attended the 2018 presentation, but as the City had not yet hired
a Fire Chief, the Civil Service Commission agreed it would be best to postpone a decision regarding an assessment
center process for promotional candidates until a new chief was hired.
A motion was made by Comm. Giguere, supported by Comm. Roller, to authorize the Fire Chief to implement an
assessment center for promotional testing. All in favor, none opposed. Motion approved.
Comm. Giguere informed Chief Sturdivant that the Civil Service Commission did not approve Empco as the vendor,
only that they authorized him to put the process into place.
Responding the Chief Sturdivant’s question, Clerk Houser noted that the Chief had the flexibility to determine the best
vendor for BCFD’s needs, and to change to a different provider in the future, if necessary, instead of waiting for
specific approval from the Civil Service Commission.

Commissioner Giguere adjourned the meeting at 4:10 PM.
